About the Organisation
The Institute of Banking and Finance Singapore (IBF) is the primary agency responsible for enhancing workforce competency and facilitating transformation within Singapore's financial services sector to sustain its international finance hub status. Collaborating with industry partners, government bodies, and training organizations, IBF equips finance professionals with essential skills to support sector growth. Since October 2020, IBF functions as the Jobs Development Partner for the financial services sector under the National Jobs Council.
IBF initiates various jobs and skills programmes to keep the workforce relevant amidst evolving industry trends, including career conversion schemes to reskill professionals and talent development pipelines. It offers personalized career advice for individuals transitioning into finance roles. As the national accreditation and certification authority for financial industry competencies, IBF collaborates with industry stakeholders to define competency standards and enhance professional quality via the Skills Framework for Financial Services. Additionally, IBF manages regulatory examinations on behalf of the Monetary Authority of Singapore and administers industry-specific tests such as Client Advisor Competency Standards and Financial Markets Regulatory Practices.
Role Overview
This position entails leading and supporting IBF's organisational development, talent management, employee engagement, and learning strategies. The objective is to cultivate leadership, enhance workforce capabilities, foster a positive culture, and improve the overall employee experience. The role also involves participating in other HR and Corporate Services functions within IBF.
Key Responsibilities
- Drive organisational development efforts including designing organisation structures, workforce planning, and strengthening culture.
- Design and manage talent management systems covering talent identification, career progression frameworks, succession planning, and leadership pipeline building.
- Engage with partners to identify skill gaps and implement targeted solutions.
- Oversee the full employee engagement survey process, analyze results to extract actionable insights, and advise management on risks and recommendations.
- Collaborate with departments and management to formulate and track engagement action plans.
- Create and execute employee engagement programmes to boost morale, belonging, and the overall workplace experience.
- Develop and manage comprehensive training and learning plans aligned with organisational goals and talent needs.
- Conduct training needs analyses focusing on talent growth and succession planning.
- Ensure high standards of training governance, monitor programme quality, evaluate outcomes, and foster ongoing improvements.
- Partner with internal teams and external providers to develop relevant, effective training offerings.
- Track and report on training results and effectiveness to leadership.
Candidate Profile
- At least three years of HR experience with significant exposure in Organisational Development, Talent Management, Employee Engagement, or Learning and Development.
- Proficient in managing stakeholders and influencing cross-functional teams.
- Strong facilitation, presentation, interpersonal, and communication abilities.
