Job description

Role overview

This position sits within VITAL’s middle-management layer and is responsible for steering a team of specialists that supports Payroll and Claims shared services for government agencies. The role also drives the integration of policy, operations and technology with the Ministry of Finance, the Public Service Division and the Accountant-General’s Department, which own HR and payroll policy and systems for the Singapore Public Service.

Key responsibilities

  • Lead the Payroll and Claims Shared Services functions to keep daily operations running smoothly, maintain strong performance standards and stay operationally ready at all times, including situations where both human and digital workforce components must work together.
  • Shape and deliver initiatives that improve manpower planning, team design, business process redesign, technology adoption and responsiveness to changing operational or regulatory needs.
  • Coordinate and execute projects that strengthen policy, operations and technology alignment, while working closely with relevant stakeholders and ensuring the necessary resources are in place.
  • Make sure the teams follow governance and risk controls, partner with Compliance and Quality Assurance teams to surface gaps, and drive corrective or preventive actions to address or remove risks.
  • Use analytics, workforce management tools and related systems to assess how well current processes and initiatives are working, then recommend and implement improvements.
  • Coach and oversee Section Managers in their day-to-day management of team operations.
  • Plan for adequate and sustainable staffing, regularly review utilisation levels and adjust resources to match operational demands.
  • Support team members with daily work guidance and career development.
  • Monitor, manage and report on team performance.

What the organisation is looking for

  • Strong understanding of HR and payroll systems, especially SAP, along with the broader local and international ecosystem.
  • Advanced familiarity with digital and automation technologies, as well as data analytics, and how these can be applied in HR and payroll operations.
  • Solid stakeholder management and collaboration ability.
  • Good analytical and logical reasoning skills.
  • Comfortable working in a fast-moving environment.
  • Demonstrated people-management capability for leading payroll specialists.
