Role Overview

The Alternate Site Manager (ASM), who also serves as a Civil Engineer (CE) or Electrical Engineer (EE), is responsible for managing the entire Engineering Support Services (ESS) contract. This role ensures all aspects—operational, financial, and contractual—are executed in strict adherence to the Performance Work Statement (PWS), United States Air Force (USAF) standards, and Amentum's corporate policies. The ASM/CE or EE provides onsite leadership and strategic guidance to a multidisciplinary team, acts as the main liaison with USAF representatives, and strives to optimize safety, quality, cost control, scheduling, and customer satisfaction. This position is based at Al Udeid Air Base (AUAB) in Doha, Qatar, supporting the Air Force Contract Augmentation Program (AFCAP).

Key Responsibilities

  • Lead all site operations during the Site Manager’s absence, ensuring safe, regulation-compliant, and efficient engineering and construction services.
  • Serve as the primary contact for USAF leadership and contracting officials.
  • Manage the planning, scheduling, and fulfillment of all PWS contract obligations.
  • Enforce safety, quality, and regulatory standards consistently.
  • Oversee forecasting, budgeting, and cost control at the site level.
  • Develop and supervise a multidisciplinary workforce to ensure adequate staffing and performance.
  • Identify and mitigate operational and contractual risks proactively.
  • Coordinate subcontractors, vendors, and supply chains effectively.
  • Provide timely and accurate communication and reporting to program leadership.
  • Maintain the authority to direct subcontractors and services necessary for contractual performance.
  • Participate in base logistics, deployment, exercise, safety, and force protection meetings as required by the supported unit commander.
  • Be physically present within four hours on installation when requested to engage with government personnel.

Position Qualifications

  • Must be a US National with a minimum of five years’ relevant managerial and technical experience.
  • Hold a degree in Civil or Electrical Engineering, backed by experience in engineering principles, planning, and project programming.
  • Experience supervising engineering personnel and managing engineering contracts.
  • Excellent communication, analytical, project management, and leadership capabilities.
  • Proficient with Microsoft Office Suite including PowerPoint for preparing management-level presentations and reports.
  • Ability to obtain and maintain a SECRET US Government Clearance (US Citizenship is mandatory).
  • Valid state driver’s license.
  • Experience with USAF engineering contracts is desirable.

Civil Engineer Specific Requirements

  • Bachelor’s in Civil or Structural Engineering from an ABET-accredited university.
  • At least ten years of experience in construction or facility maintenance.
  • Strong skills in reviewing and analyzing civil engineering drawings, specifications, and conducting site assessments.
  • Familiarity with airfield pavement systems is highly advantageous.
  • Knowledge in project design, management, and construction management.

Electrical Engineer Specific Requirements

  • Bachelor’s degree in Electrical Engineering from an ABET-accredited university.
  • Minimum of ten years’ experience in construction or facility maintenance.
  • Proficiency in reviewing electrical power distribution systems and electrical drawings and specifications.
  • Experience with airfield lighting and power generation equipment is strongly preferred.
  • Understanding of project planning, design, and construction management principles.

  • Support and promote a robust safety culture, completing required training, emergency response participation, and contributing to safety committees.
  • Adhere to Amentum’s Quality Policy by performing tasks in line with company quality systems and customer contract requirements to ensure customer satisfaction.
  • Comply with all operational, safety, quality, and environmental policies, procedures, and plans associated with this role.
