Role overview

SAIC is hiring an Air Battle Management Operations Analyst to support the US Air Force Collaborative Operations for Battlespace Resilient Architecture (COBRA) initiative at the US Air Forces Europe / Air Forces Africa (USAFE-AFAFRICA) Warfare Center (UAWC) in Kaiserslautern, Germany. The position focuses on helping deliver modeling and simulation solutions that enable multi-domain operations under the Joint All-Domain Command and Control (JADC2) framework for the US Air Force, Department of Defense, and mission partners.

This role centers on Air Battle Manager (ABM) operational expertise and supports live, virtual, and constructive (LVC) training for US, allied, and partner-nation forces across the US European Command (USEUCOM) and US Africa Command (USAFRICOM) areas of responsibility at tactical and operational levels.

Key duties

  • Support ABM activities for Tier 1 through Tier 4 exercises, including large-force events involving US Air Force, joint, allied, and coalition air, land, sea, space, and cyberspace operations, as well as smaller capability-focused exercises.
  • Prepare, coordinate, and deliver air warfare briefings for US Air Force, joint, and allied audiences; assist with academic instruction; and lead discussions when requested by the US Government.
  • Create exercise scenarios based on knowledge of US, joint, allied, and adversary systems, capabilities, and tactics for use in UAWC-sponsored and supported training events.
  • Produce exercise planning and execution documents such as Master Scenario Event List (MSEL), Air Operations Directives (AOD), Air Tasking Orders (ATO), Airspace Control Plans (ACP), Airspace Control Orders (ACO), Area Air Defense Plans (AADP), Special Instructions (SPINs), and other mission execution materials.
  • Support the Joint Event Life Cycle (JELC) by contributing to scenario development, mission planning, mass briefs, mission briefs, execution, debriefs, analysis, and after-action reporting.
  • Run simulated ABM operations that mirror the Air Operations Center (AOC) and other command-and-control organizations during LVC exercises covering fighter employment, Fighter Integration, Offensive Counterair, Defense Counterair, Integrated Air and Missile Defense, Suppression of Enemy Air Defense, Air Interdiction, Close Air Support, SCAR, CSAR, and Dynamic Targeting.

Clearance, schedule, and travel

This is a full-time day-shift role with travel required up to 10% of the time. The minimum clearance requirement is Secret, and the selected candidate must be eligible to obtain TS/SCI. Remote work is described as potential but designated ORA_ON_SITE, so the role should be treated as primarily onsite in Kaiserslautern.

Qualifications

  • Background as an ABM, or an equivalent rated role, with operational experience in CRC, AWACS, C2ISR, and/or AOC environments, with the most recent operational assignment within the last 5 years.
  • At least one prior assignment on an AOC, JOC, NATO CAOC, or a similar staff position directly responsible for operational-level command and control.
  • A minimum of 200 instructor and evaluator hours.
  • Strong command of USAF and joint doctrine, tactics, techniques, and procedures.
  • Experience with Joint Air Operations Planning (JAOP) or the Joint Operations Planning Process for Air (JOPPA) at the AOC, component, COCOM, or Joint Staff level.
  • US citizenship and an active US Secret clearance, with the ability to obtain TS/SCI.
  • Bachelor’s degree, or 9 relevant years of experience in place of a degree.

Preferred background

  • Recent AOC experience within the past 5 years.
  • Graduation from the USAF C2 Warrior Advanced Course.
  • Completion of USAF Weapons School or an equivalent program.
  • Graduation from the USMC Weapons Instructor Course.
  • Experience as an AWACS, JSTARS, Rivet Joint, or CRC mission crew commander.
  • Working knowledge of NATO doctrine and tactics, techniques, and procedures.
  • Understanding of USAF and US joint doctrine for upper-tier and lower-tier integrated air and missile defense.
  • Familiarity with Next Generation Threat System (NGTS), Modern Air Combat Environment (MACE), Air Warfare Simulation (AWSIM), and Battlespace Command and Control Center (BC3).
