Role overview

This position sits within the Department of Homeland Security, Immigration and Customs Enforcement (ICE), Homeland Security Investigations, and may be located in one of several duty locations. Additional selections may also be made throughout the National Capital Region under this announcement. The salary shown will be updated with locality pay based on the selected duty station.

What you will do

• Act as a senior analyst or advisor assessing how well programs and operations perform and how efficiently management functions are carried out.
• Plan, coordinate, and oversee complex management initiatives that affect agency operations.
• Lead or contribute to broad and detailed special studies.
• Draft, review, and assess policies within assigned subject areas.
• Prepare briefings and presentations that explain findings and recommendations.
• Create new directives or revise existing issuances as needed.
• Evaluate how new legislation, executive orders, directives, and agency decisions may affect organizational operations, management programs, and requirements.

Conditions of employment

• You must pass a background investigation, which may include a credit review, review of financial matters, and screening for certain criminal offenses or illegal drug use/possession.

Qualifications

To qualify at the GS-13 level, you need at least one year of specialized experience equivalent to the GS-12 level in federal service. That experience should include at least four of the following: planning or conducting special studies; giving briefings and presentations on analytical findings and recommendations; developing, implementing, or monitoring management information systems; providing technical assistance and support to management; and evaluating how legislation, directives, or organizational decisions affect operations, management programs, and requirements.

This position is offered at the full performance level, so there is no further promotion potential noted. DHS requires all selected applicants to complete and maintain a background investigation as a condition of placement. This may include credit checks and review of financial issues such as delinquent debts, child support, and tax obligations, along with checks for certain criminal offenses and illegal drug use or possession.

This vacancy is being filled under OPM Direct Hire Authority, which means the Rule of Three, Category Rating, and Veterans Preference do not apply.
