Qualifications

To qualify at the GS-13 level, you need at least one year of specialized experience equivalent to the GS-12 level in federal service. That experience should include at least four of the following: planning or conducting special studies; giving briefings and presentations on analytical findings and recommendations; developing, implementing, or monitoring management information systems; providing technical assistance and support to management; and evaluating how legislation, directives, or organizational decisions affect operations, management programs, and requirements.

Education

No specific educational qualification is required for this role.

Additional information

This position is offered at the full performance level, so there is no further promotion potential noted. DHS requires all selected applicants to complete and maintain a background investigation as a condition of placement. This may include credit checks and review of financial issues such as delinquent debts, child support, and tax obligations, along with checks for certain criminal offenses and illegal drug use or possession.

If you need a reasonable accommodation for the USA Hire assessments because of a disability covered under the Rehabilitation Act of 1973, you may request one in your online application. Any request and supporting documents must be submitted before you begin the assessments. Decisions are made individually, and once your request is adjudicated, you will receive an email invitation to finish the assessments if you meet the minimum qualifications. If you receive the assessment link after the announcement closes, you must complete all assessments within 48 hours.

Candidates are expected to support efforts that improve federal government efficiency and to uphold the rule of law and the U.S. Constitution.

The federal government provides a comprehensive benefits package. DHS benefits may include health, dental, vision, life, and long-term care insurance; retirement coverage; Thrift Savings Plan; Flexible Spending Account; Employee Assistance Program; personal leave days; and paid federal holidays. Additional possible benefits include flexible schedules, telework, tuition reimbursement, transportation subsidies, uniform allowance, wellness programs, and fitness centers. DHS also offers employee training and development opportunities. Disabled veteran leave is available to eligible federal employees hired on or after November 5, 2016, with a service-connected disability rating of 30 percent or more.

A student loan repayment incentive may be offered, but if used, it requires a service agreement. Benefit eligibility depends on appointment type and whether the position is full-time, part-time, or intermittent.

This vacancy is being filled under OPM Direct Hire Authority, which means the Rule of Three, Category Rating, and Veterans Preference do not apply. Veterans with preference eligibility are still encouraged to include the relevant documentation. CTAP and ICTAP applicants may receive selection priority if they meet eligibility rules, are rated well-qualified, and submit the required documents. Current or former political appointees from the last five years must disclose that status to the Human Resources Office because OPM authorization is required for such offers.

You may preview the assessment questionnaire through the provided agency link in the announcement.

Work experience considered

Experience may include paid work, unpaid work, and volunteer service, including service through programs such as Peace Corps and AmeriCorps, as well as professional, philanthropic, religious, spiritual, community, student, or social organizations. Relevant volunteer work can count toward qualification when it builds directly applicable knowledge and skills.
