Position Overview and Location
This role is based in Kampala, Uganda, with a project duration of 24 months and potential for follow-on assignments within the Department of State program. The individual will serve as a Construction Safety and Health Officer (CSHO) providing expert guidance on safety and health matters related to all stages of construction projects including site development, excavation, foundation, structural framework, and interior finishes.
Key Responsibilities
- Conduct thorough inspections and assessments of construction safety programs to ensure adherence to Overseas Buildings Operations (OBO) safety standards.
- Advise the OBO and Project Director on safety management, develop and oversee Injury/Illness Prevention Programs, and coordinate participation among stakeholders.
- Perform routine safety inspections on sites, equipment, and work practices, enforcing compliance, recommending improvements, and, if needed, halting work to mitigate imminent risks.
- Monitor and ensure contractor and subcontractor adherence to safety clauses and regulatory requirements daily.
- Verify the appointment of qualified personnel to manage sanitation and health assessments for food, toilets, washrooms, and changing areas.
- Implement procedures to prevent hazards caused by human error and machinery operations.
- Evaluate the efficiency of emergency evacuation plans including fire drills and other emergency protocols through testing and review.
- Compile periodic safety reports and maintain documentation compliant with OSHA standards.
- Investigate serious incidents and accidents to identify causes and recommend corrective actions, contributing to risk management documentation.
- Serve as a primary resource for safety compliance assistance and support in preparing safety policy manuals and record-keeping protocols.
- Establish site-specific controls and disseminate safety information to minimize risks and maintain consistent safety standards.
Requirements
- An Associate degree or higher and a minimum of seven years of relevant work experience on major construction projects comparable in scale and budget.
- Design office experience does not count towards required experience.
- Preference for candidates with international project experience.
- Familiarity with international construction codes and standards.
- Experience evaluating Requests for Information (RFI) and analyzing design calculations from an engineering perspective.
- Solid knowledge of construction safety regulations, including EM 385-1-1 and OSHA.
- Proficiency with Microsoft PowerPoint, Excel, and Word.
Desired Skills
- Experience working on renovations and site work related to NOX, SPX, UTIL, CACs, PKG, EOB projects including perimeter wall construction.
Security Clearance and Travel
This position requires U.S. citizenship and the ability to obtain a security clearance at the Secret level with Top Secret eligibility due to the nature of U.S. government contractor work. Travel is required as part of the role.
