Job description

Overview

The organization is seeking a Construction Safety and Health Officer to support a construction project in Kampala, Uganda. The role focuses on site safety and health oversight across all phases of the build, including site preparation, excavation, foundations, structural work, exterior walls, mechanical and electrical systems, and interior finishing. The project duration is 24 months, with anticipated follow-on work under the DoS program.

The selected professional will provide expert guidance to OBO on construction safety matters and help ensure that the general contractor and subcontractors comply with both U.S. Department of State requirements and applicable local host-country safety and health regulations.

Core Duties

  • Review, inspect, and document contractor safety programs at the project site to confirm that safety and health requirements are being put into practice.
  • Advise the OBO/Project Director on developing, implementing, and managing the Injury/Illness Prevention Program, including coordination with OBO, the general contractor, and post personnel, as well as creation or revision of safety policies.
  • Carry out routine inspections of facilities, work areas, equipment, work methods, and safety devices to verify compliance with required workplace standards; report findings, recommend corrective actions, and intervene when imminent hazards require work stoppage.
  • Monitor contractor adherence to the safety and health provisions of the construction contract through daily on-site checks of the contractor’s safety program.
  • Confirm that qualified personnel are assigned to conduct scheduled sanitation and health inspections of food service areas, mess facilities, toilets, washrooms, and changing areas.
  • Apply methods and guidelines to reduce or eliminate hazards caused by human error, machinery, and equipment operations that could injure people or damage property.
  • Check that emergency evacuation procedures for fire and other emergencies are effective, and that OBO/Kampala and contractor plans are tested and evaluated.
  • Prepare monthly, quarterly, and annual reports and keep records aligned with OSHA record-keeping expectations.
  • Review contractor safety programs and perform site inspections as needed to maintain safe construction conditions.
  • Investigate serious accidents, injuries, and property damage incidents to determine causes and corrective measures, and support the preparation of risk management records and reports.
  • Act as a safety resource to OBO and assist in maintaining compliance with safety standards.
  • Provide consultation, guidance, and technical support on workplace safety and security, including help with OBO-specific safety manuals, forms, and record-keeping practices.
  • Set standards and develop controls or work processes that reduce hazards and keep safety practices consistent across the site.

Requirements

  • An associate degree or higher is required.
  • At least 7 years of experience on construction projects of similar scope and dollar value is required.
  • Experience gained in design offices will not count toward the required experience.
  • Overseas project experience is preferred.
  • Strong working knowledge of international codes is required.
  • Experience handling and responding to RFIs is needed.
  • Ability to review design calculations and engineering data is required.
  • Knowledge of construction safety regulations such as EM 385-1-1 and OSHA is required.
  • Proficiency with Microsoft PowerPoint, Excel, and Word is required.
  • This position requires U.S. citizenship and a U.S. government security clearance at the Secret level, with Top Secret eligibility.
  • Travel is required for this role.

Additional Information

This is a site-based role in Kampala, Uganda. The position supports construction safety and health oversight for an OBO-related project and requires close coordination with contractors, OBO leadership, and post personnel.

The employer is a contractor for the U.S. government. Selected applicants will be subject to a government security investigation and must meet the eligibility standards for access to classified information.
