This role involves ensuring that all communication content is both technically precise and credible, alongside supporting the development and interpretation of data literacy and adoption initiatives.

Responsibilities

  • Act as the definitive expert on data governance aligned with DAMA-DMBOK, as well as data quality, management, privacy regulations (including PDPL), and business intelligence messaging for all program materials.
  • Critically review and confirm the technical correctness of content related to governance, data quality, privacy, roles/responsibilities, and BI communications.
  • Collaborate in designing the data-literacy framework and Data Awareness Survey; provide expert advice on data literacy evaluation tools within Segment 3.
  • Support high-level executive briefings and immersive sessions by lending data domain credibility.
  • Partner with the Adoption Analyst to interpret data-literacy indicators and propose necessary content or intervention modifications.
  • Ensure continuous alignment with TAWAL's data strategy, organizational policies, and Saudi Arabia's regulatory landscape (including PDPL, NDMO, SDAIA).

Requirements

  • 8 to 12 years of hands-on experience in fields such as data governance, data management, data quality, or analytics, ideally including advisory or change management roles.
  • Prior exposure to enterprise or telecommunications/infrastructure data settings is favorable.
  • Strong knowledge of Saudi Arabian data protection regulations (PDPL) and related frameworks (NDMO, SDAIA) is highly preferred.
  • Proficiency with data governance frameworks like DAMA-DMBOK; expertise in data quality, management, and privacy regulations.
  • Understanding of business intelligence and analytics as well as concepts in data science.
  • Experience developing data-literacy frameworks and designing awareness surveys.
  • Ability to translate complex technical data concepts for non-technical business stakeholders and provide expert advisory support.
  • Certifications such as CDMP (DAMA) are preferred; additional qualifications in Informatica or cloud-based data governance are advantageous.
  • Fluent proficiency in English is required.
