Site Engineer - Asphalt Operations

About the Role

The Site Engineer specializing in Asphalt Operations is responsible for overseeing and executing aggregate base and asphalt paving activities in compliance with project specifications, approved designs, method statements, and construction schedules. The position ensures pavement works meet strict quality standards regarding line, level, thickness, and compaction while promoting safe practices, resource optimization, and accurate documentation.

Key Responsibilities

• Plan, organize, and supervise daily aggregate base course and asphalt paving operations aligned with construction programs.
• Verify site conditions before paving, including subgrade readiness, survey setting-out, level checks, priming, tack coat application, and surface acceptance.
• Liaise with asphalt plants, logistics, and construction teams to maintain consistent material supply and continuous paving activities.
• Monitor paving parameters such as temperature, screed settings, layer thickness, joints, rolling patterns, and ensure proper compaction.
• Supervise aggregate base placement, ensuring compliance with moisture content, grading, density, compaction, and dimensional tolerances.
• Ensure adherence to approved drawings, project specs, method statements, Inspection and Test Plans (ITPs), and maintain quality standards.
• Coordinate inspections and field testing with Survey, QA/QC, and laboratory teams to verify line, level, thickness, and compaction metrics.
• Identify quality deviations promptly, implement corrective actions, and report major nonconformities to the Pavement Manager.
• Maintain accurate and accessible testing and inspection documentation for client and consultant review.
• Manage site personnel, subcontractors, equipment, and material use to maximize efficiency and productivity.
• Schedule daily work to meet production targets while minimizing delays and material waste.
• Monitor equipment performance and coordinate maintenance activities to prevent operational disruptions.
• Keep detailed daily site records such as executed quantities, asphalt tonnage, manpower, equipment usage, weather conditions, delays, and activities.
• Prepare progress reports with quantity measurements and documentation supporting interim payments and invoicing.
• Assist in tracking project progress against schedules and recommend recovery plans if needed.
• Enforce strict adherence to Health, Safety, and Environmental (HSE) policies including conducting daily toolbox talks and promoting safe practices.
• Identify and mitigate risks prior to commencing paving operations.
• Engage in coordination meetings with clients, consultants, subcontractors, and project teams to ensure smooth project execution.
• Implement client and consultant instructions while complying with contractual and technical requirements.
• Maintain clear communication with all stakeholders to facilitate efficient site activities.

Qualifications & Experience

• Bachelor’s degree or diploma in Civil Engineering.
• Professional certification in pavement construction or quality management is a plus.
• At least 7 years of experience working in road, highway, airport, or large infrastructure projects.
• Proven expertise in aggregate base construction, asphalt paving, and pavement operations.
• Experience supervising asphalt laying crews, equipment, and resources on major projects.

Technical Knowledge & Skills

• Comprehensive understanding of asphalt paving methods, aggregate base construction, compaction techniques, and quality requirements.
• Familiarity with paving equipment such as rollers, pavers, screeds, and joint construction processes.
• Ability to interpret engineering drawings, cross-sections, longitudinal profiles, survey data, and pavement designs.
• Knowledge of project specifications, method statements, Inspection and Test Plans (ITPs), and quality control procedures.
• Experience managing asphalt temperature controls, density standards, and acceptance benchmarks.
• Competence in productivity tracking, quantity measurement, and progress reporting.
