Job Overview

The Voice Technician role requires expertise to manage and sustain enterprise voice communication systems supporting daily and contingency operations. The position is based in Al Nakhla, Riyadh, Saudi Arabia, supporting a USMTM CITS contract.

Key Responsibilities

  • Manage Cisco Unified Communications Manager or other government-approved enterprise telephony systems.
  • Set up dial plans, partitions, calling search spaces, route patterns, hunt groups, call-routing policies, and numbering plans.
  • Install, configure, and troubleshoot IP phones, gateways, analog adapters, media resources, voicemail, and associated hardware.
  • Maintain approved software, firmware, security patches, and configuration backups including restoration records.
  • Support analog lines, main distribution frame interfaces, long-distance VoIP, and morale-and-welfare call services.
  • Monitor call processing components such as registrations, trunks, gateways, alarms, service health, and availability.
  • Diagnose issues related to latency, jitter, packet loss, echo, codecs, registration, signaling, routing, and voice quality.
  • Collaborate with Network Administrators to oversee Quality of Service and support protocols like SIP, H.323, MGCP, and SCCP.
  • Coordinate with various organizations including DISA, USARCENT, CENTCOM, NETCOM, service providers, and commercial carriers.
  • Assist with circuit and equipment installation, bandwidth planning, infrastructure expansion, and technology upgrades.
  • Work jointly with OSP/ISP, Systems, VTC, Desktop, and Cybersecurity teams on physical-layer and interdisciplinary challenges.
  • Maintain comprehensive documentation including dial plans, network diagrams, inventories, circuit records, user guides, and restoration procedures.
  • Implement STIGs, conduct vulnerability mitigation, logging, patching, and ensure continuity through failover, disaster recovery, and alternate communications.
  • Respond promptly to mission-critical outages and participate in change control boards, maintenance windows, emergency recalls, and on-call support.

Minimum Qualifications

  • Active Secret security clearance issued by the US Government.
  • US citizenship is mandatory due to contractual and security requirements.
  • Meet the Department of Defense 8140 qualification criteria for the System Administrator role at intermediate proficiency, achieved through education, training, or certifications.
  • Bachelor's degree in Information Technology, Cybersecurity, Computer Science, Information Systems, Data Science, Software Engineering, or successful completion of relevant military communication/network training.
  • Certifications such as Security+, Cloud+, SSCP, GSEC, GICSP, or other DoD 8140-recognized credentials are acceptable. Advanced DoD 8140 certifications also qualify.
  • At least five years of progressively responsible experience managing enterprise voice or unified communications systems.
  • Direct experience administering Cisco Unified Communications Manager or equivalent enterprise telephony platforms.
  • Proficient in VoIP call routing, dial plan configuration, gateways, endpoints, analog line interfaces, and troubleshooting techniques.
  • Solid knowledge of TCP/IP networking, Quality of Service, voice communication protocols, and telecommunications documentation.
  • Experience maintaining detailed technical, restoration, and continuity records.
  • Willingness and ability to relocate to Riyadh, Kingdom of Saudi Arabia.

Preferred Qualifications

  • Cisco CCNA certification is advantageous; Cisco collaboration certifications such as CCNP Collaboration are preferred.
  • Experience with classified DoD, Army, CENTCOM, USARCENT, NETCOM, or DISA voice communication environments.
  • Familiarity with CUCM, Unity Connection, gateways, SIP trunks, emergency calling, QoS, analog telephony, MDF/IDF, and carrier circuits.
  • Knowledge of STIG implementation, patching, and Risk Management Framework (RMF) controls.
  • Prior exposure to overseas deployments, contingency operations, or military telecommunications roles.
