Role Overview

The Learning and Scaling Lead will assist the Country Lead in crafting and executing a comprehensive agenda that translates program evidence into practical insights and policy guidance to enhance education and skills financing and delivery.

Key Responsibilities

  • Design a Learning, Scaling, and Evidence Synthesis Agenda by setting learning priorities, defining research questions, and developing validation methods.
  • Create and implement tools to monitor progress towards learning and scaling targets.
  • Establish standardized reporting and data collection systems to promote real-time evidence sharing among partners.
  • Develop knowledge management frameworks including repositories, templates, and workflows to ensure systematic capture and accessibility of learning and evidence.
  • Gather data and generate insights during program execution to understand effective strategies and document lessons learned.
  • Facilitate knowledge exchange among partners through workshops and document adaptive practices.
  • Coordinate preparation of synthesis reports with actionable recommendations to inform strategic decisions and government policies.
  • Lead dissemination of key evidence via sector dialogues and promote coordination across initiatives.
  • Analyze data on outcome-based contracts’ effect on organizational behavior and system collaboration.
  • Produce and oversee knowledge products such as learning briefs, policy notes, case studies, and sector publications to ensure clarity and quality.
  • Support policy and strategy development by contributing evidence-based briefs and advising on applying insights for planning and decisions.
  • Engage in national policy forums and technical groups, promoting evidence-informed discussions.
  • Build government capacity in outcome-based financing and data-driven decision-making to foster a learning-focused system.
  • Design and facilitate learning events and peer exchanges that unite stakeholders across sectors.
  • Document and share lessons learned across implementation regions.

Education and Qualifications

  • Bachelor’s degree in International Development, Public Policy, Education, Economics, Political Science or similar fields is required.
  • A Master’s degree in related disciplines is preferred and may compensate partially for experience requirements.

Experience

  • At least seven years of experience in education, skills-for-employment, development, or policy programs.
  • Experience collaborating with national or sub-national governments, preferably in education or related development sectors.
  • Expertise in education or skills policy and system strengthening, including scaling and sustainability of programs.
  • Preferably experience with innovative financing models (especially outcomes funds), performance management, or large donor-funded initiatives.
  • Proven skills in evidence generation, policy analysis, system reform, and scaling innovation.
  • Track record of producing quality analytical reports, policy briefs, and data-driven recommendations.
