Position Purpose

The Information Management Officer acts as the main technical advisor connecting DHIS2, Health and Nutrition Information Systems, CFCI data repositories, and other UNICEF-backed platforms. The role ensures data integrity, system integration, analysis, timely monitoring, maintenance, and promotion of government ownership aligned with UNICEF metrics and provincial targets.

Key Responsibilities

  • Enhance and sustain DHIS2 along with integrated Health and Nutrition Information Systems.
  • Provide expert technical support to strengthen, maintain, and institutionalize DHIS2 and related systems in Balochistan.
  • Collaborate with the Department of Health, Nutrition Directorate, and partners to assure data quality, completeness, timeliness, and effective use of DHIS2 modules.
  • Lead creation and upkeep of dashboards, automatic reports, and analytics to support informed decision making.
  • Coordinate interoperability between DHIS2 and other digital reporting platforms with UNICEF and government teams.
  • Offer technical troubleshooting, optimization, and continuous performance tracking for DHIS2.
  • Support data integration and management for CFCI, Polio ISD, and other UNICEF projects by consolidating relevant indicators and datasets into DHIS2 and other info systems.
  • Develop unified dashboards and reporting frameworks to monitor implementation, highlight gaps, and assist project planning.
  • Facilitate indicator coordination between DHIS2, UNICEF RAM, program structures, and government reports.
  • Build capacity of provincial and district staff and partners in data entry, reporting, analysis, and quality assurance for DHIS2.
  • Conduct training, coaching, and supervision to embed DHIS2 use and foster government ownership of digital systems.
  • Support the formulation of SOPs, formats, and guidance for routine information management and data governance.
  • Participate in DHIS2 Technical Working Groups, Nutrition Working Group, Health Cluster and other coordination forums to offer technical advice and updates.
  • Manage routine data exchange and reporting workflows among UNICEF, Department of Health, Nutrition partners, and stakeholders.
  • Prepare analytical reports, dashboards, and situation updates for program management, donor communication, and strategic choices.
  • Document lessons learned, best practices, and innovations to promote system sustainability and scalability.

Education Requirements

  • Bachelor's degree in computer science, information management, information systems, data science, statistics, GIS, Public Health Informatics, or a related area with 4 years of relevant experience; or
  • Master's degree in those fields with 2 years of pertinent experience.

Experience Expectations

  • Proven experience designing, deploying, maintaining, or managing DHIS2, Health Management Information Systems, Nutrition Information Systems, or similar sector data systems.
  • Proficiency in Kobo, Appsheet, ArcGIS/QGIS, Power BI, Tableau, Microsoft Power Platform, SQL, or comparable data management and visualization tools.
  • Experience coordinating multi-stakeholder initiatives including government agencies, development partners, implementers, and community groups.
  • Preferred: a minimum of 2 years progressively responsible roles in information management, digital health solutions, data analytics, DHIS2 administration or monitoring and evaluation.
  • Familiarity with field implementation, validation, and oversight of digital systems in resource-constrained environments.
  • Knowledge of data governance models and integration of health and nutrition systems with HR, finance, and assessment platforms.
