About the Company
The Saudi Industrial Investment Group (SIIG), collaborating with Chevron Phillips Chemical Company LLC through its affiliate Arabian Chevron Phillips Petrochemical Company (ACP), manages several joint ventures in Al-Jubail, Eastern Province Industrial City. These include Saudi Chevron Phillips Company (SCP), Jubail Chevron Phillips Company (JCP) under 50/50 partnerships, and the Saudi Polymers Company (SPCo) co-owned with National Petrochemical Company (Petrochem). S-Chem has been a pioneer in developing Saudi Arabia's industrial backbone, particularly in the petrochemical sector, aiming to spearhead private sector investment through this industry.
Role Purpose
This role focuses on preparing Total Installed Cost (TIC) estimates for projects and tracking spending against the approved budgets. The specialist will also organize and prioritize various projects and related tasks to ensure timely and effective execution.
Key Responsibilities
- Develop comprehensive estimates and detailed pricing that influence TIC and calculate proper contingency levels.
- Organize estimates to align with the work breakdown structure (WBS) and cost coding protocols.
- Document the basis for estimates, covering scope of work, equipment pricing, and material take-offs (MTOs).
- Lead estimate review meetings to ensure completeness and accuracy of project scopes.
- Maintain and manage controlled copies of approved estimates and all associated documentation for project records.
- Provide guidance to project teams on required documentation and formats for each phase gate.
- Analyze cost and schedule variances against plans, communicate reasons, and suggest mitigation strategies to management.
- Implement project coding and work breakdowns to ensure control and integrity of contracted work.
- Collaborate with project teams to establish rules of credit and accurately track engineering and construction progress.
- Compare estimate figures with actual costs and adjust rates for future estimating accuracy.
- Maintain a historical database with meaningful and precise cost experience data.
- Assist project engineers with scope change estimates and ensure adherence to change management processes.
- Participate in weekly project meetings to discuss cost and schedule performance.
- Report to project management on budget status, forecasts, overruns, contingency usage, and related issues.
- Support project financial closeout activities.
- Contribute lessons learned to the program's knowledge database.
- Strictly adhere to environmental, health, safety, and quality policies to ensure compliance, safeguard employees, and promote environmental responsibility.
- Fulfill operational excellence duties as assigned and contribute to continuous improvement initiatives within the assigned area.
- Perform additional duties as directed by Superintendent Project Engineering.
Qualifications and Experience
- Bachelor's degree in Engineering is required.
- A minimum of three years of relevant experience in project control or related functions.
Skills and Competencies
- Ability to interpret technical and business documents including professional journals and regulations.
- Capability to author reports, official correspondence, and procedural manuals.
- Effective presentation and communication skills with management, clients, and wider audiences.
