Senior Economist, Frontier Research

Overview

The Arab Monetary Fund is seeking a Senior Economist to join its Capacity Development and Innovation Department. The successful candidate will report directly to the Division Chief of Frontier Research and focus on analyzing the effects of emerging economic and policy challenges on Arab economies. Key areas include climate change, green finance, energy security, the digital economy, artificial intelligence (AI), machine learning (ML), cybersecurity, and public electronic services.

Key Responsibilities

• Develop and implement policies and legal frameworks to promote AI and ML integration within critical sectors and government institutions, aiming to optimize AI benefits while managing associated risks and supporting digital economy initiatives such as digital payments and identity systems.
• Contribute to climate and energy-related policy formulation designed to enhance energy security, competitiveness, and reduce carbon emissions, incorporating circular carbon economy principles.
• Lead AI and digital economy initiatives aligning with strategic objectives through policy guidance and capacity enhancement programs, alongside climate and energy policy research.
• Maintain and strengthen collaborative ties with Arab countries and external partners by coordinating cross-divisional projects to ensure efficient execution.
• Provide timely responses to emergent participant concerns and ensure resources are allocated according to organizational policies and operational priorities.
• Design, manage, and contribute to technical assistance initiatives and thematic trust funds focused on frontier policy challenges.
• Advance the research agenda by developing frameworks to help member countries tackle critical policy issues across focus areas.
• Produce high-quality research articles and reports, publish in reputed outlets, and participate in thematic studies addressing regional economic and financial matters.
• Stay updated on current trends, technologies, and best practices relevant to the division’s focus.
• Introduce innovative approaches and tools to elevate member countries’ understanding and policy effectiveness regarding frontier topics.
• Develop and deliver tailored training curriculums and capacity-building programs on subjects such as climate finance, energy transitions, and AI in economics in collaboration with experts and stakeholders.
• Organize workshops, courses, roundtables, and preparation of educational materials to disseminate research findings and enhance member countries’ capabilities.
• Establish and nurture a network of regional and international experts to deepen knowledge and support policy discourse on frontier topics.
• Build strategic partnerships internally and externally to align with the AMF’s strategic objectives.

Qualifications and Experience

• At least 7 years of relevant professional experience in economics, ideally within central banks, ministries related to economy, finance, digital economy, energy, international or regional financial institutions, or research organizations.
• Demonstrated publication record in peer-reviewed journals and experience in training delivery and managing research projects preferred.
• Strong quantitative and analytical skills, preferably including hands-on experience with AI and data analytics tools such as Python or R.
• Bachelor’s degree in economics, information technology, artificial intelligence, or closely related field.
• Master’s degree in economics, information technology, artificial intelligence, or a related discipline.
• Professional certifications like Sustainability and Climate Risk (SCR) by GARP, Certified Energy Manager (CEM) by AEE, or AWS certifications in Data Science and Machine Learning are an advantage.
• Exceptional communication and writing proficiency in Arabic and English; knowledge of French is a strong plus.
