Overview
NSH Saudi Arabia is recruiting an experienced Safety Officer to manage and enforce Health, Safety, and Environmental (HSE) protocols on Oil & Gas construction projects based in Riyadh, Saudi Arabia. The role involves ensuring strict conformity to Saudi regulatory requirements, client-specific HSE mandates, and recognized international safety standards while fostering a proactive safety culture within the project teams.
Primary Duties
- Oversee daily operations on site to guarantee adherence to established HSE policies and guidelines.
- Conduct periodic inspections to detect unsafe behaviors and hazardous conditions.
- Apply and uphold the safety standards as prescribed by both the company and its clients.
- Facilitate regular safety briefings, inductions, and educational sessions for workforce awareness.
- Prepare comprehensive Job Safety Analyses (JSA), conduct Risk Assessments, and develop Method Statements.
- Ensure all personnel consistently utilize Personal Protective Equipment (PPE) appropriately.
- Lead thorough investigations into workplace accidents, incidents, and near misses; generate detailed investigative reports including recommended corrective steps.
- Monitor the issuance and compliance of work permits in line with the Permit-to-Work (PTW) system.
- Organize and coordinate emergency preparedness activities such as drills and evacuation processes.
- Safeguard the execution of critical high-risk operations including hot work, work at heights, confined space entry, lifting, and excavation activities.
- Maintain and file HSE documentation like inspection reports and safety records systematically.
- Work collaboratively with client HSE officers during inspections and safety audits.
- Contribute towards achieving project safety goals, including zero Lost Time Incidents (LTI).
Qualifications & Experience
- Holder of a Diploma or Bachelor's Degree in Engineering, Occupational Health and Safety, or related fields.
- At least 3 to 5 years of proven experience as a Safety Officer within Oil & Gas construction sectors.
- Preferably worked on major EPC projects associated with entities like Saudi Aramco, SABIC, Ma'aden, or SEC.
- Well-versed in Saudi HSE legal regulations and international safety frameworks.
- Familiarity with Permit-to-Work systems and methods for hazard detection.
- Strong verbal and written communication abilities for effective reporting.
Required Certifications
- NEBOSH International General Certificate (preferred)
- IOSH Managing Safely or IOSH Working Safely
- OSHA 30 Hours (preferred)
- First Aid and CPR certification (preferred)
- Possession of a valid Saudi driving license is advantageous.
