Job Summary

The Safety Manager position involves leading the Health, Safety, and Environment (HSE) activities for significant high-rise construction projects in Riyadh and Makkah. The role requires the development and enforcement of a robust safety culture that complies with Saudi regulations and international standards, while collaborating closely with site teams, subcontractors, consultants, and regulatory bodies to uphold the highest safety standards.

Key Responsibilities

• Design, implement, and oversee the project-specific HSE plan aligned with Saudi Arabian laws and global best practices.
• Lead and manage the site safety team to ensure sufficient supervision and adherence to safety protocols across all operational zones.
• Perform regular site safety inspections and risk assessments, enforcing corrective measures when necessary.
• Conduct investigations into incidents and accidents, compile detailed reports, and establish preventive strategies.
• Provide safety inductions, lead toolbox meetings, and deliver training sessions to workforce and subcontractors.
• Collaborate with the Civil Defense and other local authorities to ensure compliance with safety regulations and obtain necessary permits.
• Track and communicate key HSE performance indicators such as Lost Time Injuries (LTI), near misses, and man-hours to management.
• Develop and test emergency preparedness and response plans for the construction site.

Qualifications and Certifications

• Bachelor’s degree in occupational health and safety, engineering, environmental science, or related field.
• Preferred certifications include NEBOSH International Diploma or NEBOSH Construction Certificate.
• Possession of OSHA certification or equivalent health and safety qualifications.
• Additional professional certifications such as IOSH, CSP, or Grad IOSH are advantageous.
• Membership in recognized professional HSE bodies is preferred.

Experience Requirements

• At least 10 to 15 years of relevant experience in HSE management, specifically with high-rise tower construction projects.
• Experience within Saudi Arabia is required, with prior involvement with prominent developers or top-tier contractors viewed favorably.
• Comprehensive understanding of Saudi HSE legislation, Civil Defense regulations, and international safety standards.

Technical Skills

• Competency in managing HSE systems and construction safety protocols.
• Expertise in risk evaluation, hazard identification, and accident investigation techniques.
• Proficiency in emergency response and preparedness strategies.
• Ability to conduct thorough safety audits, inspections, and oversee Permit-to-Work systems.
• Knowledge of safety related to working at heights, crane operations, excavation, confined spaces, fire safety, and emergency evacuations.
• Familiarity with Saudi Building Code and local Civil Defense stipulations.
• Skills in using Microsoft Office and HSE reporting and KPI tracking tools.
