About Palabana University
Palabana University, established in 2019 in Lusaka Province, Zambia, is a public higher education institution accredited as a Level 7 university focused on agriculture, livestock education, and entrepreneurship through teaching, research, and consultancy. The university values equality and is recruiting for a Registrar to enhance administrative and operational functions aligned with the Higher Education Act.
Role Summary
Reporting to the Vice Chancellor, the Registrar is tasked with directing and managing the university's overall administration and operations, ensuring alignment with legal requirements and strategic goals.
Key Duties
- Coordinating annual planning and budgeting activities, ensuring the institutional structure supports the strategic vision.
- Overseeing the preparation of annual reports and fostering development of administrative and HR policies.
- Advising on governance and ethical standards; managing council and committee engagements including scheduling, secretarial support, and legal services.
- Acting as custodian of institutional policies and regulatory framework, facilitating their development and compliance monitoring.
- Ensuring adherence to legal and regulatory mandates affecting the university.
- Managing human resources policies to comply with labor laws, overseeing employee welfare, performance management, and confidentiality of institutional assets.
- Directing internal and external communication efforts for timely information dissemination.
- Resolving staff disputes and disciplinary issues professionally.
- Monitoring and reporting on operational performance periodically.
- Planning and maintaining university facilities and infrastructure to optimal standards.
- Executing additional responsibilities delegated by the Vice Chancellor.
Qualifications and Experience
- Completed Grade 12 certificate with passes in at least six subjects including English, with credits in minimum one subject; or passes in five subjects including English with credits in two.
- Bachelor's degree preferred in Public Administration or any related field.
- Master's degree advantageous, preferably in Public Administration or related discipline.
- At least 10 years of senior management experience in university or corporate administration with exceptional leadership and interpersonal skills.
- Membership in professional associations is required, including the Zambia Institute of Human Resource Management (ZIHRM).
- Strong communication skills, both verbal and written.
- Proficiency in IT applications relevant to administrative functions.
