About the Role

The Procurement Engineer will play a critical role in supporting bidding and tender activities, cost estimation, procurement processes, and ensuring adherence to health, safety, and information security protocols within the company. This position requires close collaboration with various internal teams and stakeholders to develop competitive pricing proposals and maintain thorough documentation for audit and compliance purposes.

Key Responsibilities

  • Analyze Request for Proposals (RFPs), scope documents, drawings, asset registers, Bills of Quantities (BOQs), Service Level Agreements (SLAs), Key Performance Indicators (KPIs), commercial schedules, and contract terms to identify pricing needs, detect potential risks, and clarify ambiguities.
  • Prepare detailed bid cost plans, pricing workbooks, commercial schedules, narratives, assumptions, exclusions, and supporting documentation to support technical and commercial bidding submissions.
  • Work with the Bid Manager to meet internal approval processes, adhere to tender timelines, and ensure submission requirements are fulfilled within stipulated deadlines.
  • Assist in pre-bid meetings, site inspections, responding to clarifications, conducting value engineering workshops, submitting Best and Final Offers (BAFOs), negotiating terms, and addressing post-tender commercial queries.
  • Maintain organized bid files, pricing records, subcontractor quotations, benchmark data, approvals, and controlled cost models accessible for audits and future references.
  • Develop accurate bottom-up cost estimates covering hard and soft Facilities Management (FM), specialist services, labor, materials, consumables, tools, equipment, transportation, accommodation, and related overheads.
  • Create, update, and validate Excel-based cost models that incorporate labor productivity, shift patterns, escalations, contract duration, inflation, contingencies, management fees, and margin scenarios.
  • Utilize historical data, market rates, supplier quotations, and provisional sums to inform cost estimations while thoroughly documenting underlying assumptions and risk factors.
  • Prepare procurement enquiry packages, Requests for Quotations (RFQs), and comparative sheets for subcontracted services, suppliers, materials, consumables, equipment, and mobilization items required for bids.
  • Coordinate with the Procurement department to identify approved vendors, explore framework suppliers, consider local content options, assess long-lead items, ensure compliance, and evaluate alternative sourcing strategies.
  • Review and normalize vendor quotations to guarantee consistent scope coverage, commercial validity, warranty inclusion, delivery schedules, exclusions, and applicable VAT treatment for equitable comparison.
  • Support negotiation efforts regarding supplier pricing, discounts, credit terms, delivery schedules, and commercial clarifications during the bid phase.
  • Identify and communicate procurement risks such as dependency on single sources, quotation validity, lead time issues, escalation risks, and assumptions affecting bid pricing or commercial qualifications.
  • Maintain and update bid procurement trackers detailing packages, responsible personnel, quotation statuses, supplier selection rationale, price validity, compliance, and outstanding actions.
  • Ensure strict compliance with all company health, safety, and environmental (HSE) policies, procedures, and relevant legal and statutory requirements, remaining informed on updates or new practices introduced by the HSE department.
  • Adhere to Information Security policies, including completing mandatory security awareness training, safeguarding sensitive company data, managing user account confidentiality, preventing disabling of firewall or antivirus software, and promptly reporting any security incidents.
