Role Overview
Kaipara District Council is seeking a Policy Advisor to join its Planning & Policy team in a permanent part-time role of 36 hours per week. The position is based in Mangawhai or Dargaville, with work-from-home flexibility available. In this role, you will contribute to policy and bylaw development that responds to community priorities and supports wider organisational goals.
Key Focus Areas
This role involves researching policy matters, reviewing existing bylaws and policies, advising on legislative changes, supporting internal policy owners, and helping keep policy tracking systems accurate and effective. You will also coordinate statutory consultation processes and assist with stakeholder engagement.
Responsibilities
- Explore policy options by assessing community needs and organisational objectives, and use research and analysis to inform recommendations on legislative updates.
- Assist policy owners across the organisation with research, analytical support, and project coordination.
- Take the lead on developing and reviewing Council bylaws and policies while ensuring they meet statutory requirements and are put into practice effectively.
- Coordinate formal consultation activities, including preparing consultation material, engaging with stakeholders, and managing feedback.
- Keep policy and bylaw tracking/reporting systems up to date and improve them where needed.

About You
The ideal candidate is a confident communicator and analytical thinker who is motivated by positive community outcomes. You should have strong knowledge of local government processes, especially the Local Government Act, along with experience navigating statutory and legislative requirements. Experience working with Māori communities and/or organisations is important, as is a sound understanding of Te Tiriti o Waitangi and Tikanga Māori. You will also need to be comfortable using relevant computer systems and applications.
