Role Overview

Within the Portfolio team, the Landowner Liaison Partner supports the governance and control of the infrastructure delivery programme by managing land-related processes such as wayleaves, land acquisition, and statutory consents. Reporting to the Land and Wayleaves Technical Lead, this role standardizes approaches across diverse projects by applying consistent policies and procedures to assist project managers in delivering the Capital Investment Programme (CIP).

Key Responsibilities

  • Prepare activities for engaging landowners relating to wayleave agreements and site acquisitions, including verifying landowner details.
  • Lead day-to-day communications between the Land and Wayleaves Team and landowners, attending meetings, responding promptly to inquiries, and coordinating updates.
  • Keep landowners and their representatives informed about projects or planned works that may impact their land.
  • Develop and maintain relationships with landowner representative groups concerning upcoming works.
  • Manage Infrastructure Delivery interests regarding landowner issues, including coordinating remedial works like drainage and fencing, handling complaints, and addressing post-completion concerns in cooperation with Land Agency service providers.
  • Ensure consistent management of landowner relations by adhering to guidelines, procedures, and contributing technical input to Codes of Practice; maintain relevant policies, processes, filing systems, and databases.
  • Support administrative tasks related to land and wayleave acquisitions, including processing legal and internal approvals and managing compensation payments and professional fees.
  • Collaborate with valuers, agronomists, and other advisors to assist Project and Programme Managers.
  • Assist in creating detailed reports on land-related activities and support legal hearings, court cases, or arbitration when necessary.
  • Plan and optimize allocation of Landowner Liaison Officer resources through all project phases including engagement, construction supervision, land reinstatement, and account closure.
  • Promote continuous improvement within the Land, Planning & Wayleaves team, escalating risks and issues as appropriate.
  • Review landowner claims related to crop loss and disturbances with the Land Agency Services Provider.

Broader Duties

  • Collaborate extensively with internal stakeholders such as the CEO Office – Legal, Asset Management & Sustainability, COO – Asset Operations.
  • Champion health and safety commitments across Uisce Éireann and its supply chain, fostering positive safety behaviours and ensuring compliance with industry standards.
  • Support the organisation’s Transformation Programme by contributing to directorate and company-wide goals.
  • Comply with information security policies to protect confidentiality, integrity, and availability of company data in line with relevant regulations and directives.
  • Perform additional duties as required.

Qualifications and Experience

  • Competence in administrative tasks and report writing using IT tools.
  • Relevant third-level qualification or professional accreditation is preferred.
  • At least 3 years of experience in water, utilities, or comparable sectors is desirable.
  • Experience in team management, with strengths in people leadership, change management, and conflict resolution.
  • Capability to establish and sustain effective internal and external stakeholder partnerships.
  • Proven ability to manage complex issues proactively and communicate effectively.
  • Highly motivated professional committed to high standards and teamwork, capable of delivering results effectively.
  • Strong analytical skills to identify challenges and implement improvement solutions.
  • Flexibility to adapt focus and direction aligned with evolving business strategies.
  • Proactive in identifying opportunities for process enhancements and implementing innovations.
  • Ownership of safety responsibilities and engagement in ongoing safety improvement initiatives.

Additional Information

This position can be located in any Uisce Éireann office across Ireland. Applications must be submitted by 14/08/2026. Salary will be offered based on skills and experience, with market reference points setting the pay range.
