Job description
Overview
The National Center for Information Security and Cryptography is seeking a skilled Human Resources Manager to oversee and manage all aspects of human resource operations within the organization. This position is based in Yerevan, Armenia, and requires full-time onsite presence.
Key Responsibilities
- Coordinate processes related to employee hiring, transfers, changes in working conditions, and terminations.
- Manage employment contracts, official orders, personal files, leaves, attendance records, and other HR documentation.
- Ensure all HR practices comply fully with the Armenian Labor Code and internal company regulations.
- Organize recruitment campaigns and onboarding procedures for new hires.
- Contribute to the development and updating of HR policies, procedures, job descriptions, and internal regulations.
- Support employee development initiatives, performance evaluation programs, and cultivation of organizational culture.
- Participate in clarifying organizational structure, staffing levels, roles, and responsibilities.
- Maintain HR data management and prepare necessary reports and official documents.
Required Qualifications
- Higher education degree in Human Resource Management, Management, Law, or a related field.
- At least 5 years of relevant work experience in HR.
- Excellent knowledge of Armenian labor legislation and practical experience applying it.
- Proven expertise in labor relations and HR documentation administration.
- Practical understanding of recruitment and employee onboarding processes.
- Strong organizational, communication, and official documentation skills.
- Fluency in Armenian with excellent verbal and written skills.
- Working knowledge of English and Russian languages.
- Proficiency in MS Office applications, particularly Word and Excel.
Preferred Experience
- Experience working within government or public sector organizations.
- HR experience in technical, information security, research, or other specialized organizations.
- Expertise in developing organizational structures, HR policies, and procedural documentation.
- Experience recruiting technically skilled and highly qualified professionals.
- Familiarity with HRM/HRIS software systems.
