Community Service Officer

About the Role

The Racine Police Department, serving a diverse community of 77,816 residents in Southeastern Wisconsin, is committed to Community Oriented Policing. The Community Service Officer (CSO) will operate under supervision and is tasked with enforcing motor vehicle parking regulations and animal control laws within the city.

Key Responsibilities

• Enforce parking regulations according to applicable state statutes, county, and city ordinances.
• Manage animal control duties including investigating cases of animal mistreatment, and managing abandoned, dangerous, or unattended animals.
• Issue citations for parking violations and animal control infractions.
• Respond to public complaints regarding animal-related issues such as bites, barking, cruelty, and stray animals, preparing reports for incidents not requiring sworn officers.
• Prepare legal documents and provide court testimony as necessary in prosecution cases.
• Capture and remove nuisance, stray, or abused animals using humane methods and provided equipment.
• Educate the public about animal welfare and relevant laws.
• Inspect and determine the status of abandoned vehicles, coordinating necessary tow operations and impound processes.
• Supervise the impound lot, control citizen access, and maintain accurate records.
• Collaborate with other city departments and police patrol shifts on related issues.
• Perform additional assignments as directed.

Physical and Working Conditions

• The role involves exposure to personal hazards including animal bites, diseases, extreme weather, and irregular shifts.
• Must be capable of lifting, carrying, pushing, or pulling items weighing at least 50 pounds.
• Requires good vision, hearing, oral communication skills, and manual dexterity.
• Operate equipment including humane traps, radios, phones, and city utility vehicles.

Qualifications and Skills

• Minimum of a high school diploma or GED.
• At least one year of experience involving public contact.
• Possession of a valid Wisconsin driver’s license with a clean driving record.
• U.S. citizenship is required.
• Preferred: Wisconsin Humane Officer Certification or the ability to earn it within one year.
• Strong communication skills, both oral and written.
• Ability to follow instructions, maintain records, and write clear, concise reports.
• Capable of establishing positive relationships with coworkers and the public.
• Able to work under adverse weather conditions and remain calm in confrontational situations.
