Role Overview
The Technical Specialist – Cost Estimation plays a pivotal role in developing, delivering, maintaining, and managing a unified set of Project Services with a primary concentration on Project Cost Estimating. This position is part of TAO Project Services, which provides remote support from locations including Chennai, Kuala Lumpur, or Manila. TAO teams assist stakeholders across Downstream Manufacturing and Chemicals, Integrated Gas & New Energies, Upstream, Downstream assets, and various Shell corporate functions, operating globally from Chennai, Manila, Cyberjaya, and Krakow.
Key Responsibilities
- Lead the TAO Project Services team by providing technical expertise and mentoring related to Cost Estimation and assisting frontline members with deliverables.
- Develop and nurture the TAO-PS community while acting as a coach for frontline staff.
- Prepare detailed estimate bases and planning documents that outline the approach for estimate development.
- Create cost estimates at various project stages, ranging from concept to execution, following approved methodologies, utilizing historical data, benchmarks, and cost models.
- Apply correct estimate classification and accuracy criteria to ensure estimates align with defined scope, execution strategies, and project timelines.
- Support estimate reviews, validations, and assurance activities, incorporating benchmarking packages using internal and external data comparisons.
- Use IPA forms and reports to compare Shell projects against industry datasets and determine appropriate deterministic cost contingency based on Technical, Economical, Commercial, Organizational & Political (TECOP) profiles.
- Employ cost methodologies and tools to generate estimates throughout all project delivery phases, factoring in project complexity and key inputs like objectives, scope, and execution plans.
- Assess prospect scope and prepare consistent estimates from Type 0 to Type 4, while supporting related review and benchmarking activities.
- Collaborate closely with Project Leads and teams to enhance cost and schedule predictability through analysis, early warnings, decision support, and impact assessments.
- Maintain and improve project and portfolio dashboards, automate reporting processes, oversee SharePoint estimate repositories, and facilitate estimate kickoff and review sessions.
- Promote adoption of automation and digital tools, assist in TAO deployment, migration, and QA/QC activities, ensuring adherence to Shell's policies, standards, and governance.
Qualifications and Requirements
- University degree in Engineering or equivalent certification as a Project Services Manager/Lead.
- A minimum of 12 years of experience in Cost Estimation within Oil & Gas, Petrochemicals, or comparable industries.
- Extensive hands-on experience in Project Controls, Scheduling, Cost Engineering, Cost Estimating, Project Management, and broader Project Services.
- Proficiency in Excel and familiarity with estimation software such as ASPEN TECH and CCET is preferred.
- Level 1 Estimation capability is desirable.
- Experience in implementing changes and continuous improvement initiatives.
- Strong technical expertise and skills relevant to the role.
- Ability to proactively manage stakeholder expectations and work effectively across diverse cultures.
- Project Management certification from PMI or IPMA.
- Self-motivated with the ability to work independently without close supervision.
- Highly capable in prioritizing tasks, managing multiple stakeholders, and maintaining resilience under pressure.
- Professional attitude with sound understanding of business processes and ability to handle challenging situations maturely.
