Role Overview
The Senior Manager of Energy Development will act as the regional energy expert for an assigned U.S. sub-market, owning both strategic and tactical aspects. This involves directing consultants and contractors, setting regional energy strategies, managing utility and regulatory relationships, leading contract negotiations, and overseeing power capacity delivery and infrastructure investments. This role currently functions as an individual contributor with potential to evolve into a team leadership position as projects mature.
Key Responsibilities
- Lead the energy strategy for the assigned region, managing utility and regulatory relationships, and making informed decisions aligned with ECX’s goals.
- Develop a proactive regional energy plan considering grid status, capacity, regulations, and customer pipeline.
- Monitor grid and market signals to anticipate challenges and opportunities.
- Evaluate prospective data center sites based on interconnection status, load capacity, timeframes, and infrastructure needs.
- Negotiate energy-related contracts such as utility service agreements, interconnection agreements, supply contracts, power purchase agreements, and rate elections.
- Oversee legal and technical teams through contract processes, maintaining ownership of outcomes.
- Analyze tariffs and rate structures to optimize procurement for projects.
- Track contract milestones and proactively manage risks and deviations.
- Build and maintain primary utility relationships, including transmission and distribution providers, grid operators, and regulators.
- Enhance ECX’s reputation with utilities as a sophisticated large-load customer.
- Participate in regulatory processes such as rate cases and policy discussions, directing external experts as needed.
- Drive power capacity delivery from site evaluation to energization, coordinating interconnection, substation, and service milestones.
- Manage consultants and contractors supporting interconnection, permitting, and construction coordination.
- Develop infrastructure strategies including grid connections, substations, and energy storage solutions.
- Manage capital budgets for energy projects, performing cost analyses and tracking expenditures.
- Identify cost-saving initiatives in energy infrastructure and procurement, presenting financially framed proposals to leadership.
- Coordinate with internal teams across site acquisition, development, construction, legal, and finance to integrate energy activities.
- Escalate energy-related risks and blockers with clear impact assessments.
- Share regional insights and best practices within the broader energy development team.
Qualifications and Experience
- 7 to 12 years professional experience in the energy sector, with proven experience in negotiating and managing utility contracts and relationships within the assigned region.
- Proven leadership in utility interconnection processes and energy contract development for critical infrastructure or large commercial loads.
- Experience managing third-party consultants or contractors in project delivery.
- Preferred 2+ years in hyperscale, colocation, or large-scale data center development environments.
- Bachelor’s degree in Electrical Engineering, Civil Engineering, Energy Management, Business, or related field.
- Strong existing connections with grid managers, utility staff, or regulatory personnel in the region are highly valued.
- Candidates with experience on both utility-side and large-load customer energy operations are encouraged to apply.
Skills and Competencies
- Thorough understanding of regional utility and grid landscapes such as ERCOT, PJM, MISO, and WECC.
- Proficient in negotiation and execution of complex energy contracts.
- Effective management of external resources including consultants and legal advisors.
- Balanced strategic and tactical approach with strong communication abilities.
- Detail-oriented in contract review, milestone tracking, and budget oversight.
- Demonstrated ability to operate independently in complex regulatory and utility environments.
- Excellent multi-project prioritization in fast-moving settings.
Work Location and Travel
This position is remote but requires residing within the assigned regional territory to maintain active utility relationships and be responsive to project needs. Travel up to 40-50% during peak periods is expected, requiring flexibility with workload demands.
Compensation and Benefits
