Overview
The Senior Contract Administrator is a key member of the procurement team reporting directly to the Procurement Manager. This role involves comprehensive duties such as sourcing, administering subcontracts, and managing buying and purchasing functions. The position supports supplier development and the acquisition of goods and services essential to project success.
Key Responsibilities
- Handle increasingly complex procurement and subcontract management tasks, including those related to federal government contracts.
- Oversee procurement processes emphasizing performance metrics, quality, cost control, schedule adherence, and change management.
- Collaborate with requestors to accurately assess procurement needs and review statements of work and specifications to ensure correct procurement of goods and services.
- Select appropriate contractual terms and negotiate supplier exceptions in conjunction with legal teams.
- Conduct market research to identify potential suppliers and manage pre-award processes like RFPs, RFQs, EOIs, and site visits.
- Perform detailed price analyses and ensure funding approval prior to contractual commitments.
- Prepare and obtain necessary approvals for procurement packages and issue purchase orders or agreements.
- Monitor order progress to guarantee timely delivery and manage post-award activities with focus on performance and cost management.
- Verify item receipt accuracy, resolve invoice discrepancies, and conduct contract closeout activities.
- Maintain comprehensive and accurate procurement files and records.
- Perform additional procurement or contracting duties as assigned.
Required Qualifications and Experience
- At least five years of experience in purchasing, procurement, subcontract or contract management.
- Proven experience managing subcontracts in compliance with FAR and/or 2 CFR 200 Procurement Standards.
- Handling of export-controlled information is mandatory.
- Bachelor's degree or above in Business, Supply Chain, or related disciplines.
- Ability to operate independently with minimal supervision.
- Experience in a high-paced work environment handling significant workloads.
- Preferred experience in the nuclear industry and a technical background is advantageous.
- Demonstrated success in developing and implementing contracting and procurement strategies.
- Strong organizational abilities and teamwork orientation.
- Proficiency with Microsoft Excel, Word, and PowerPoint.
- Excellent communication skills and integrity with a team-focused mindset.
