Job description

Job Objective

The main aim is to manage and guarantee the successful completion of projects by implementing comprehensive project management methodologies encompassing estimation, planning, scheduling, budgeting, tracking, and reporting to ensure effective oversight of project progress and resource allocation.

Core Responsibilities

  • Collaborate with project managers, engineers, and stakeholders to formulate detailed project plans by defining objectives, scope, deliverables, and milestones.
  • Assist planning engineers to build project schedules by segmenting activities, sequencing tasks, and estimating durations for execution timelines.
  • Critically assess and approve planning package documents from contractors.
  • Participate in kickoff and regular contractor meetings to review progress, resolve issues, and recommend corrective measures.
  • Verify and endorse updated schedules submitted by contractors to confirm progress.
  • Support monitoring of critical path activities to implement timely interventions in case of delays.
  • Oversee resource management including manpower, equipment, and materials to ensure alignment with project schedules across all phases.
  • Conduct periodic site visits to compare actual progress against schedules, investigate discrepancies, and suggest remedial actions.
  • Partner with estimators, managers, engineers, and other stakeholders to estimate project costs covering labor, materials, equipment, and various expenses.
  • Develop, maintain, and track project budgets throughout the project lifecycle and prepare annual and quarterly budgets.
  • Monitor department budgets and manage project expenditures, including forecasting and variance analysis, ensuring compliance with planned work breakdown structures (WBS).
  • Analyze project data to identify trends and recommend enhancements to management and stakeholders.
  • Update master cost control sheets for major projects and ensure accurate financial data through all phases.
  • Review and validate project invoices and progress claims.
  • Evaluate extension of time (EOT) claims and change orders to assess their impacts on schedules.
  • Assist in identifying project risks and preparing contingency plans with relevant teams.
  • Continuously monitor unforeseen risks and propose corrective steps when needed.
  • Use diverse tools to monitor project progress, generate reports, and suggest course corrections where necessary.
  • Coordinate resource requirements and optimize allocation to avoid conflicts and ensure availability.
  • Implement monitoring systems to oversee progress relative to plans, schedules, and budgets.
  • Support risk identification and mitigation efforts collaboratively with project teams.
  • Manage project scope, schedule, and budget modifications by reviewing change requests, analyzing impacts, and recommending approvals or alternatives.
  • Enforce quality control procedures to meet quality standards and client expectations.
  • Extract lessons learned from completed projects and advocate improvements.
  • Oversee investment management/project systems (IM/PS) modules within SAP S4 Hana from project inception through financial closure.
  • Drive continuous improvement initiatives in project-related systems, policies, and procedures.
  • Draft and update project control guidelines and processes as needed.
  • Ensure adherence to quality, health, safety, security, and environmental regulations and departmental protocols to safeguard personnel and deliver excellence.
  • Prepare timely and accurate reports aligned with departmental standards for project managers, engineers, stakeholders, and senior leadership.
  • Represent projects during internal and external audits, providing requisite documentation.
  • Contribute to the growth and development of Qatari personnel, applicable for expatriate staff.

Qualifications and Experience

  • Bachelor’s Degree in Engineering is required; preferred fields include Mechanical, Chemical, or Civil Engineering.
  • Experience of 5-7 years in project controls within Petrochemical or Oil & Gas sectors, with brownfield construction exposure mandatory.
  • Preference for candidates with 7-10 years of petrochemical industry experience.
  • Relevant certifications such as PMP, PMI, APM, Certificate of Cost Professional (CCP), and Planning and Scheduling Professional (PSP) are desired.
  • Hands-on proficiency with costing software and advanced skills in MS Excel and other Microsoft tools.
  • Fluent English required; working knowledge of Arabic is advantageous.
