Role Overview

We seek an experienced Pavement Evaluation & Studies Department Manager based in Riyadh. This role involves overseeing and commercializing the department's specialized services and equipment, supporting ACES branches with pavement-related projects, and collaborating with Special Studies and Materials Departments. The manager will lead testing and design processes for both flexible and rigid pavement structures covering highways and airports, develop sustainability strategies, and lead team training.

Responsibilities

  • Devise a long-term departmental strategy aligning with ACES vision.
  • Explore and develop new business opportunities and innovative services.
  • Foster a positive work culture promoting employee engagement and belonging.
  • Implement effective change management approaches.
  • Inspire and guide team members to collaborate towards shared goals.
  • Delegate authority and empower team members.
  • Set and enforce departmental policies, goals, and quality standards.
  • Ensure departmental plans and policies are consistent with ACES objectives.
  • Develop business plans supporting the company’s strategy.
  • Manage budgets and resources effectively for daily activities.
  • Oversee recruitment and budget forecasting for the department.
  • Lead specialized pavement material and structure evaluation tests for highways and airports.
  • Conduct staff training on specialized testing equipment.
  • Manage design processes for flexible and rigid pavement structures.
  • Provide expert consultation to ACES branches on pavement-related issues.
  • Promote pavement material services in coordination with branch managers.
  • Prepare proposals, quotations, and project reports.
  • Represent the Regional Center for Pavement internally and externally.
  • Collaborate on financial budgeting and update software tools in the department.
  • Monitor progress of study projects and conduct research to enhance technical capabilities.
  • Submit regular reports on current and completed work to management.
  • Maintain and update promotional material for the center.
  • Perform any additional tasks assigned by management.

Qualifications & Experience

  • Master’s degree in Civil Engineering focusing on Pavement-related fields; PhD preferred.
  • 8 to 12 years of experience in pavement testing and evaluation, including at least 3 years in a supervisory role.

Technical Knowledge & Skills

  • Strong grasp of civil engineering principles and materials science.
  • Expertise in construction materials such as asphalt and concrete.
  • Experience with asphalt mix design and polymer-modified binders.
  • Proficiency in pavement design, evaluation, maintenance, and rehabilitation methods (including FDR, slab stabilization, LTR, edge drainage).
  • Ability to apply mathematics, statistics, and data analysis in pavement engineering.
  • Understanding of occupational safety standards.
  • Skill in both field and laboratory testing of materials.
  • Competency in pavement and structural performance evaluation and testing methods validation.
  • Capable of operating, calibrating, and maintaining testing equipment.
  • Experience in technical training and knowledge sharing.
  • Ability to interpret test data and deliver accurate technical conclusions.
  • Strong communication skills for conveying technical information effectively.
