Position Overview
This role supports public sector organizations across the United States by helping transform their HR operations into strategic, business-aligned partners. Acting as an Organizational Development and HR Consultant, you will engage with government clients to evaluate organizational performance, workforce practices, HR operations, and service delivery models.
Key Responsibilities
- Perform in-depth assessments of HR and organizational structures, including processes, workforce models, policies, and service delivery to uncover strategic improvement areas.
- Lead initiatives to enhance HR effectiveness, organizational design, governance, workforce planning, and operational results.
- Design and conduct interviews, surveys, workshops, focus groups, document reviews, and data analysis to extract valuable stakeholder insights.
- Interpret qualitative and quantitative data to identify trends, risks, root causes, and transformation opportunities.
- Produce consulting deliverables such as comprehensive reports, findings summaries, implementation plans, and leadership presentations.
- Assess HR maturity and recommend improvements including operating models, service delivery, and role clarification to increase HR's strategic contribution.
- Collaborate with clients to develop actionable HR, workforce, organizational design, and change management strategies aligned with organizational goals.
- Facilitate client meetings, leadership briefings, validation sessions, and workshops to align stakeholders and drive decisions.
- Build trust through managing expectations, preserving confidentiality, communicating progress, and ensuring project success.
- Track project milestones, risks, and deliverables effectively across multiple engagements.
- Contribute to business development by assisting with proposals, planning, and client discussions, leveraging HR and OD expertise.
- Support thought leadership with content creation, presentations, industry participation, and knowledge sharing.
Candidate Requirements
- A minimum of seven years' experience in HR consulting, organizational development, organizational assessment, workforce analysis, service delivery review, or similar management consulting roles.
- Bachelor’s degree or higher in Human Resources, Organizational Development, Industrial/Organizational Psychology, Public or Business Administration, Change Management, or related fields preferred.
- Proficiency in strategic HR assessment, HR transformation, operating model design, workforce planning, organizational design, staffing analysis, process improvements, employee experience, culture assessment, change management, or strategic planning.
- Demonstrated capability to design and implement assessment methodologies, analyze complex data, devise recommendations, and create actionable plans.
- Strong consulting, facilitation, interviewing, analytical, and problem-solving skills with an ability to influence stakeholders across organizational levels.
- Excellent written and oral communication skills tailored to presenting complex findings clearly and persuasively.
- Experience managing multiple projects and deadlines while ensuring confidentiality and high-quality deliverables in a consulting environment.
- Effective relationship-building skills with clients, leadership, and cross-functional teams.
- Proficiency with Microsoft Office, including MS Project.
- Willingness to travel up to 50% domestically to client sites.
