HSE Officer

Overview

The Health, Safety & Environment (HSE) Officer is tasked with enforcing and overseeing HSE standards within the Abu Dhabi golf club environment. This role ensures adherence to UAE and Abu Dhabi safety regulations, supports internal audit requirements, fosters a safety-first mindset, and mitigates risks through comprehensive HSE system management.

Key Responsibilities

• Guarantee compliance with UAE, Abu Dhabi, OSHAD, and OSHMS safety regulations.
• Establish and sustain HSE policies, safe work practices, and standard operating procedures.
• Oversee adherence to internal and legal HSE requirements across club activities.
• Keep thorough HSE documentation including records, permits, and regulatory compliance logs.
• Conduct safety inspections, audits, and compliance evaluations at all club facilities.
• Carry out risk assessments, Job Safety Analyses (JSA), and Job Hazard Analyses (JHA) for tasks performed.
• Manage corrective actions from audits, inspections, and reported incidents until resolution.
• Prepare sites for scheduled internal and external safety audits.
• Investigate incidents, accidents, near misses, and unsafe situations, compiling investigation reports and recommending corrective measures.
• Maintain incident logs and analyze trends to improve safety measures.
• Promptly report safety incidents to management.
• Deliver safety inductions, toolbox talks, and awareness sessions for staff and contractors.
• Manage records of required HSE training programs and promote a proactive safety culture through continuous engagement with teams.
• Develop and update emergency response and fire safety plans.
• Coordinate emergency drills, fire evacuations, and respond effectively during crises.
• Ensure fire safety systems meet regulatory standards.
• Monitor and enforce contractor compliance with HSE standards, including machinery use, hazardous materials, working at heights, confined space protocols, and PPE usage.
• Review contractor risk assessments, method statements, and work permits for compliance.
• Assist operational groups in hazard identification and risk mitigation.
• Compile monthly HSE performance reports, KPI dashboards, and present updates to management.
• Maintain comprehensive records including training logs, inspection and audit reports, risk registers, and compliance documents.
• Coordinate with regulatory bodies and external parties when necessary.

Mandatory Qualifications

• Diploma or bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related discipline.
• Minimum of 3 to 5 years’ experience in HSE roles within hospitality, leisure, facilities management, construction, golf clubs, or related fields.
• In-depth knowledge of UAE and Abu Dhabi health, safety, and environmental regulations.
• Proficiency in executing risk assessments, conducting incident investigations, auditing operations, and monitoring compliance.
• Strong written and verbal communication skills, including report preparation and stakeholder engagement.

Preferred Credentials

• Prior HSE experience specific to Abu Dhabi.
• NEBOSH International General Certificate (IGC).
• IOSH Managing Safely certification.
• OSHAD-related competency or equivalent training.
• Valid First Aid and Fire Safety/Fire Warden certifications.
• Possession of a UAE driving license.
