Role Overview
We are seeking a dedicated HSE Engineer seconded to work with our government sector client in Doha, Qatar. This role involves ensuring contractor compliance with health, safety, and environmental standards by actively monitoring activities, conducting audits and inspections, and coordinating with multiple teams to uphold workplace safety.
Key Responsibilities
- Perform routine and unscheduled inspections of contractors’ work and labor camps to verify compliance with contractual HSE obligations.
- Ensure prompt resolution of any HSE non-conformities identified during inspections and audits.
- Review and assess Health & Safety plans submitted by contractors for adherence to QCS 2014 standards and subsequent amendments.
- Support internal client audits and conduct second-party audits of contractor operations.
- Evaluate contractors’ HSE weekly and monthly reports along with key personnel CVs.
- Monitor contractor HSE performance metrics and report findings to contract teams to maintain safe work practices.
- Review HSE-related Key Performance Indicators for contractor invoicing purposes.
- Coordinate HSE-related activities with engineers, contractors, and relevant departments.
- Prepare and submit monthly Health & Safety performance reports covering both client and contractor operations in the assigned catchment area.
- Ensure team adherence to updated business processes, eliminate redundant tasks, and recommend improvements.
- Collaborate with Control and Technical Follow-up Section teams to align systems and procedures.
- Oversee the issuance of permits (e.g., entry, confined space, shutdown) following client permit protocols.
- Organize and participate in monthly HSE meetings with contractors to address current and potential issues.
- Enforce compliance with Health and Safety policies, work instructions, and procedures.
Required Qualifications and Experience
- Bachelor’s degree in Civil Engineering or a related field from an accredited institution.
- Minimum 10 years of relevant professional experience in HSE roles.
- Certifications including NEBOSH, OSHA, or their equivalent.
- Valid qualifications for Confined Space Entry, Working at Heights, First Aid, and Hazard Assessment.
- Fluency in English required; proficiency in Arabic is highly preferred.
- Strong understanding of management systems, ISO accreditation, and comprehensive knowledge of health, safety, environment regulations, policies, and procedures.
- Experience in quality, health, safety, and environment policy implementation and compliance.
