Role overview

This position is responsible for steering and improving the Group’s operational and financial results, with a particular focus on the TMT vertical. The role works closely with executive leadership to monitor performance, review financial and operational information, resolve issues that affect outcomes, and maintain strong quality standards. A major part of the job is to introduce better practices, support ongoing improvement, communicate with key stakeholders, and manage budgets effectively. The role requires strong CFO-level capability in financial performance management, business modelling, and risk control, along with deep experience in telecom service provider operations. The overall aim is to strengthen service quality and contribute to the company’s wider business objectives.

Responsibilities

  • Help shape and execute Group-wide initiatives that increase shareholder value by turning better network and service performance into stronger revenue and net profit.
  • Define, monitor, and manage key performance indicators such as network availability, QoS, QoE, and churn so that business units stay aligned with quality standards and SLAs.
  • Review network, service, financial, and commercial data across the Group to spot patterns, challenges, and improvement opportunities.
  • Lead capacity planning and demand forecasting to keep performance stable during peak and changing demand, while escalating capacity risks and working with network operations on scalable fixes.
  • Build and deliver detailed performance updates for senior management, the Board, and other stakeholders, covering network, service delivery, financial, and commercial results.
  • Drive digital transformation in performance management by improving processes, network operations methods, and OSS/BSS tools and systems, while reducing costs across the Group.
  • Work with finance, network operations, customer experience, commercial, IT, local partners, and other stakeholders to align performance goals and resolve service issues.
  • Manage the budget for performance-related programs with strong financial discipline and a focus on cost efficiency and resource optimisation.
  • Study market movements, competitor offerings, and customer behaviour to identify risks and growth opportunities that protect business continuity.
  • Collaborate with the Finance team on financial modelling, budgeting, and risk-management matters that influence Group performance.

Requirements

  • Hands-on CFO-level financial leadership, including financial modelling, budgeting, risk management, and IFRS-based reporting.
  • Strong capability in reviewing and interpreting Group performance metrics and operational data.
  • Solid understanding of business systems, operating protocols, and enabling technologies across a multi-entity organisation.
  • Experience in capacity planning, forecasting, and operational optimisation.
  • Excellent reporting and communication skills for presenting performance and finance insights to senior leaders, stakeholders, and the Board.
  • Knowledge of industry regulations and compliance requirements, plus ERP exposure preferably with SAP functional experience.
  • Background as a CFO or senior finance leader who has used financial management, business modelling, and risk control to improve performance.
  • At least 15 years of progressive experience with telecom service providers, including mobile and/or fixed network operators; experience limited to handset manufacturers or vendors is not acceptable.
  • Fluency in Russian and English, with Russian needed for work across CIS and Central Asian markets.
  • At least 10 years in a senior management or leadership role covering performance management, finance, business excellence, or network/service quality at Group or multi-entity level.
  • Experience in environments undergoing major digital change, such as 5G rollout, cloud adoption, and cybersecurity improvement, is preferred.
  • Proven ability to define, roll out, and track KPIs and SLAs across multiple business units or operating companies.
  • Experience in Kazakhstan, Central Asia, or similar emerging digital markets is a strong advantage.
  • Exposure to diversified holding company structures and oversight across multiple business verticals or clusters is preferred.
  • Professional accounting or finance qualifications such as CPA, CFA, or ACCA are an advantage.
  • Master’s degree in Business Administration, Finance, Economics, or a related discipline.
  • Bachelor’s degree in Computer Science, Engineering, Economics, or a related discipline.
  • English fluency is mandatory.
  • Russian fluency is mandatory.
