Job description
Job Overview
You will lead the efforts in analyzing transport demand through modeling, database management, and technical studies to encourage balanced and sustainable transport across Dubai. This role supports key activities such as tariff reviews and exemptions in line with the established Transportation Policies.
Key Responsibilities
- Support the application and communication of a comprehensive system designed to regulate and manage travel demand within Dubai, following RTA policies.
- Implement procedures that encourage balanced and integrated transport systems by promoting redistribution of trips over time and geography.
- Monitor and document outcomes of transport-demand related initiatives that boost sustainability, mass transit usage, and reduce reliance on private vehicles.
- Provide technical and modeled inputs for the governance of tariffs and fees related to mass transit, taxis, limousines, smart rentals, and flexible mobility options.
- Study and assess policies regarding fare exemptions for road and mass transportation within an approved framework.
- Maintain and update comprehensive databases and analytical tools to measure the effectiveness of transport demand policies, ensuring data accuracy and relevance.
- Act as the custodian of all model assumptions, datasets, and update procedures to guarantee data integrity and timely management.
- Conduct detailed technical studies and modeling exercises to evaluate transport-demand policies and improve the efficiency of Dubai’s roads and transportation system.
- Track implementation of approved transport-demand policies and consolidate progress reports from relevant departments.
- Review technical proposals, studies, legislations, and plans related to transport demand management received from external entities within the authorized scope.
- Enhance and standardize study templates, evaluation approaches, and databases to align with current approved practices in transport demand, tariff, and exemption policies.
- Identify recurring policy or implementation challenges among stakeholders and recommend actions for corrections or improvements.
- Contribute to building the department’s technical knowledge base concerning transport-demand management and tariff governance.
Qualifications & Experience
- Bachelor’s or Master’s degree in Transport/Traffic/Civil Engineering, Urban or Transport Planning, or Applied Statistics.
- At least 9 years of relevant experience for Master’s degree holders; 11 years minimum for Bachelor’s degree holders.
- Preferred expertise in transportation policies, economics, travel demand management, transportation modeling, public policy, push and pull measures, price elasticity, and tariff analysis.
