Permit Writer / Permit Holder

About the Role

A leading Oil and Gas company seeks an experienced Permit Writer / Permit Holder for a one-year contract based in Kingston, Ontario. This role is pivotal in orchestrating Permit to Work (PTW) processes to ensure maintenance, operational, and contractor activities are executed safely and align with HSSE standards. The position acts as a vital liaison among Operations, Maintenance, Contractors, and HSSE, facilitating hazard identification, risk evaluation, and the application of necessary controls during job execution.

Key Responsibilities

• Develop and prepare permits for various maintenance, operational, and project tasks, clearly defining work scope, location, involved equipment, tools, and workforce requirements.
• Engage in Job Hazard Analyses (JHAs), Risk Assessments, and Last Minute Risk Assessments (LMRAs).
• Ensure permits thoroughly document work scope, associated hazards, safety controls, isolations, and necessary authorizations.
• Coordinate all permit prerequisites with Operations, Maintenance teams, Contractors, and specialized approvers.
• Take ownership of the permit during field execution, leading pre-job safety discussions with all personnel involved.
• Ensure the team comprehends the work scope, hazards, controls, mandatory PPE, critical safety barriers, emergency protocols, and stop work authority.
• Maintain ongoing permit compliance throughout the work duration.
• Supervise work activities to confirm adherence to permits and safe practices, conducting workplace inspections and observations.
• Verify continued effectiveness of safety controls during operations and halt work if conditions change or standards cannot be sustained.
• Communicate with Permit Issuers and Operations about any evolving conditions, deviations, or risks.
• Ensure adherence to safe work protocols including Permit to Work, Isolation, LOTO, Hot Work, Confined Space Entry, and Working at Heights.
• Confirm all necessary permits, certificates, tests, and approvals are in place prior to commencement of work.
• Demonstrate leadership in fostering a safety-first culture and participate in incident investigations and corrective measures.
• After completion, verify that tasks have been performed as approved, ensure the area is left safe and orderly, and engage in permit closure with relevant parties.
• Ensure removal of temporary equipment, tools, materials, barricades, or controls as necessary and complete required permit documentation.

Required Experience and Skills

• Three to five years of experience within manufacturing, refinery, lubricant, chemical plants, or industrial settings.
• Practical knowledge of Permit to Work systems, maintenance planning, operations, and contractor oversight.
• Active involvement in risk assessment processes and safe work planning.
• Deep understanding of permit systems, risk assessments, JHAs, LOTO, safe isolation, confined space entry, hot work, working at heights, and contractor management.
• Exceptional communication and coordination abilities, meticulous attention to detail, and sharp hazard recognition skills.
• Confidently exercise Stop Work Authority and challenge unsafe work conditions.
• Competence in digital permitting platforms and standard Microsoft Office tools.
