About the CTG Talent Roster

The CTG Talent Roster is a curated group of pre-screened professionals intended to facilitate quick deployment when relevant roles become available. Being part of this roster is not a direct employment but allows candidates to be contacted for assignments suited to their skills, availability, location preferences, and financial expectations. Membership in the roster lasts up to three years and can be extended based on ongoing relevancy, participant availability, received performance assessments, and project demand. Assignments may be short-term, long-term, onsite, hybrid, or advisory, and occur in various regions including the Middle East, Africa, Asia, and beyond.

Role Purpose

This position offers mid-to-senior level technical assistance focusing on monitoring, evaluation, learning, results-based management, project performance measurement, data quality assurance, reporting, and evidence-informed decision-making within development and institutional projects.

Contract and Duration

The vacancy is to create a pre-vetted talent roster with contract types varying—including fixed-term, consultancy, retainers, remote, hybrid, or onsite based on client or project needs. Roster membership may last up to three years, renewable depending on ongoing program demand and participant performance.

Locations

Assignments may happen globally across multiple locations, particularly in sectors such as development, government reforms, institutional strengthening, sustainability, urban development, climate initiatives, and socioeconomic programming.

Key Responsibilities

  • Develop and assist in creating M&E frameworks such as results frameworks, theories of change, logframes, KPIs, monitoring plans, and learning agendas.
  • Ensure that M&E designs align with project objectives, national policies, Sustainable Development Goals (SDGs), donor requirements, and institutional reporting standards.
  • Support baseline, midline, endline, performance reviews, and evaluation planning activities.
  • Contribute to development and implementation of data collection tools, data quality assurance measures, verification processes, dashboards, and reporting systems.
  • Conduct quantitative and qualitative data analyses to evaluate program outcomes, risks, and promote learning.
  • Prepare monitoring reports, evaluation summaries, performance updates, presentations, and recommendations to aid management decisions.
  • Design, initiate, lead or participate in evaluations, assessments, and learning initiatives.
  • Translate evaluation outcomes into actionable program improvements.
  • Facilitate learning workshops, after-action reviews, knowledge development, and adaptive management.
  • Integrate cross-cutting themes related to gender, inclusion, accountability, stakeholder input, and data privacy into M&E processes.
  • Provide capacity building support for program staff, field monitors, partners, and governmental counterparts on RBM and monitoring methodologies.

Qualifications and Experience

  • University degree in Monitoring & Evaluation, Statistics, Economics, Public Policy, International Development, Social Sciences, Data Science, or related disciplines. A Master’s degree is preferred.
  • Five to twenty years of progressively responsible experience in M&E, learning, results-based management, data analysis, or program performance oversight.
  • Extensive experience in designing M&E frameworks, indicators, logframes, evaluations, dashboards, and reporting systems.
  • Experience working with UN agencies, international financial institutions, governments, or large development programs is beneficial.

Technical Skills

  • Expertise in results-based management, theory of change, logframe development, KPIs, and evaluation methodologies.
  • Skills in data collection methods, quality assurance, quantitative and qualitative data analysis, and reporting.
  • Familiarity with data and analysis tools such as Excel, Power BI, Tableau, Kobo, SurveyCTO, DHIS2, SPSS, Stata, R, or Python is an advantage.
  • Capability to convert evaluation evidence into actionable recommendations and program enhancements.
  • Strong written communication, facilitation, presentation, and stakeholder engagement abilities.

Language and Other Requirements

  • Fluency in English is mandatory.
  • Arabic language proficiency is an asset, especially for assignments involving Middle East government stakeholders.
  • Ability to collaborate effectively within multicultural, cross-disciplinary teams.
  • Excellent communication, stakeholder management, and report writing skills.
  • Willingness to work in diverse environments, including onsite, hybrid, or advisory roles.

Team Management

Experience in managing teams is desirable for this role.
