About the Role
This position is part of a prestigious giga-project aligned with Saudi Arabia's Vision 2030, focused on developing a world-class entertainment, cultural, and lifestyle hub. The initiative is a multibillion-dollar endeavor involving extensive infrastructure, hospitality, retail, and service sectors, demanding rigorous procurement compliance management.
Role Summary
The Manager - Policies and Processes will lead the design and upkeep of standardized procurement policies and workflows to boost operational efficiency, ensure compliance, and align with the organization's strategic objectives. This individual will establish governance frameworks, drive improvements through data-driven insights, and support strategic decision-making. Additionally, they will oversee communication, enforcement, and training related to updated policies and procedures throughout the organization.
Key Responsibilities
- Develop and standardize procurement policies, procedures, and processes in line with strategic aims.
- Establish and maintain governance structures for policy approval, revision, and enforcement.
- Identify process deficiencies using data analytics and best industry practices.
- Recommend and implement innovative solutions to enhance processes based on data insights.
- Evaluate the effectiveness of policy and process changes on efficiency and compliance.
- Support audit activities to ensure adherence to policies and procedures.
- Lead implementation of standardized policies through effective communication and training initiatives.
- Collaborate across teams to ensure policy compliance and alignment with organizational goals.
- Partner with Learning & Development to develop and deliver targeted policy and process training.
- Cultivate a collaborative and high-performance team culture.
Qualifications
- Over nine years of experience in policy governance, process management, or comparable roles, preferably within large-scale projects such as construction, real estate, or urban development.
- Bachelor's or Master's degree in Supply Chain Management, Engineering, Quantity Surveying, Construction Project Management, Business, or related disciplines.
- Certifications such as CIPS, CPSM, or CSCP are preferred.
- Strong analytical capabilities to detect gaps and recommend improvements.
- Experience working in multi-disciplinary teams, aligning diverse objectives with organizational strategy.
- Fluent English language skills with Arabic proficiency considered a significant advantage.
- Familiarity with Saudi Arabian cultural and business environments preferred through regional work experience.
