CDA Financial Analyst II - Loan Processor

Introduction

This position is a contractual role with the State of Maryland that includes benefits. The Maryland Department of Housing and Community Development (DHCD) is a leading national entity focused on financing affordable housing and community revitalization. DHCD annually supports financing for around 2,700 multifamily rental units across up to 40 properties, with construction and permanent financing totaling approximately $350 million. Additionally, the department provides over 3,000 mortgages for first-time homebuyers valued at around $1 billion. Funding sources include state funds, taxable and tax-exempt bonds, federal low income housing tax credits, HOME funds, and other federal contributions.

DHCD also administers rental assistance and initiatives to extend affordable housing options for people with disabilities, promote energy efficiency and sustainability in multifamily developments, and preserve rental housing stock.

The department offers flexible scheduling options such as telework and job sharing, career development and training opportunities, casual business dress on Fridays, competitive pay, ample parking, and an office location near the New Carrollton MARC Train Station.

Position Details

Grade: 14

Salary Range: $28.43 to $30.78 per hour initially, with potential to advance up to $44.84 per hour based on qualifications, equity, and hiring guidelines. Typical initial offers do not exceed $30.78 per hour.

Location: 7800 Harkins Road, Lanham, MD 20706, within Prince George's County near the New Carrollton Metro Stop.

Responsibilities

The primary role is to manage accounting activities related to all single-family loans, investments, and bond transactions under two bond indentures. This includes preparing trial balances and analyzing account data to accurately represent the financial status of CDA’s Single Family Bond Programs. The issuance of single-family bonds enables affordable housing opportunities for low- and moderate-income individuals. The position also provides timely investor information via the CDA website to help maintain the marketability of CDA bonds.

The role involves delivering both administrative and technical financial support to CDA Finance and the Division of Development Finance, aligning with CDA's objectives and DHCD’s mission as outlined in the Managing for Results documentation.

Minimum Qualifications

• High school graduation or equivalent certification.
• Four years of experience in rehabilitation or home improvement mortgage underwriting or loan analysis.
• Relevant volunteer or part-time experience may be considered with proper documentation of hours.
• Substitution of accredited college education on a year-for-year basis up to two years in place of required experience.
• Military service as a non-commissioned officer in Financial Analysis classifications may substitute experience year-for-year.

Preferred Qualifications

• Experience with mortgage lending processes.
• Experience in mortgage processing activities.
• Familiarity with mortgage titles or closing processes.

Licenses and Certification

Some duties may require operating a motor vehicle, necessitating a valid Maryland driver’s license for those assigned such tasks.

Benefits

Contractual employees working 30 or more hours weekly may access subsidized health benefits, with employees responsible for 25% of medical and prescription premiums, and the state covering the remaining 75%. Dental, life insurance, and accidental death coverage options are also available, but premiums for these must be fully paid by employees.

Leave accrues at one hour per 30 hours worked, up to 40 hours annually, for those with at least 120 days of service in a 12-month period.
