Job description
Overview
We are seeking a dedicated Tender Executive to oversee comprehensive operations on the Government e-Marketplace (GeM) and various e-Procurement portals, ensuring flawless execution from product listing to payment realization.
Key Responsibilities
- Manage complete workflows on GeM and e-Procurement platforms.
- Create and maintain product catalogs with accurate specifications, pricing, and timely updates across GeM categories.
- Analyze buyer requirements to propose compliant products aligned with government standards.
- Collaborate closely with suppliers to obtain product details, quotations, compliance certifications, inventory data, and delivery schedules.
- Prepare and submit timely quotations, tenders, bids, and accompanying documents adhering to deadlines.
- Track status of bids, technical and commercial submissions, order placements, and system notifications.
- Liaise with government buyers and relevant departments for clarifications, approvals, and documentation.
- Coordinate supplier activities to guarantee on-time processing and fulfillment of government orders.
- Monitor purchase orders, dispatch, delivery, inspection, acceptance, invoicing, and payment processes diligently.
- Oversee full order cycle including bid submission, delivery, and receipt of payments.
- Conduct thorough follow-up for Consignee Receipt and Acceptance Certificate (CRAC) issuance and authorization.
- Manage recovery and release of Earnest Money Deposit (EMD) and Performance Securities as applicable.
- Coordinate Bank Guarantee submissions, renewals, closures, and releases with banks, suppliers, and government entities.
- Track TDS refund claims and maintain comprehensive records of related documentation.
- Maintain organized and detailed records of bids, tenders, purchase orders, invoices, EMDs, bank guarantees, refunds, delivery paperwork, CRACs, and correspondence.
- Resolve complications involving bids, products, suppliers, deliveries, payments, and government agencies.
- Assure strict adherence to GeM, e-Procurement, tendering, and government procurement protocols.
- Generate periodic reports on bid progression, order status, pending financial recoveries, guarantees, refunds, and follow-up measures.
Required Skills and Qualifications
- Comprehensive understanding and hands-on experience with GeM and e-Procurement platforms.
- Proficiency in managing product categories, listings, bidding processes, quote submissions, and order handling on GeM.
- Familiarity with government tendering norms, procurement procedures, and necessary documentation.
- Experience in managing EMD recoveries, Bank Guarantees, TDS refunds, and CRAC-related processes.
- Effective coordination skills with suppliers and government officials.
- Strong communication, negotiation, documentation, and follow-up capabilities.
- Advanced proficiency in MS Office applications, particularly Excel and electronic correspondence.
- Capacity to juggle multiple bids, orders, suppliers, and follow-up activities concurrently.
- Prior work experience related to GeM operations, government sales, tendering, or procurement is advantageous.
