About the Role

We are seeking a Senior Human Resources Specialist to apply extensive expertise across a broad spectrum of federal HR disciplines. This includes staffing, classification, recruitment, compensation, benefits, SES programs, work-life initiatives, employee and labor relations, and policy management. The role involves supporting the Department of Homeland Security (DHS), specifically U.S. Immigration and Customs Enforcement (ICE), Office of Human Capital (OHC), and Human Resources Operations Center (HROC).

Key Responsibilities

  • Conduct research on HR policies, draft new policies, revise existing ones, and offer comprehensive guidance on federal HR matters.
  • Create, document, and roll out Standard Operating Procedures (SOPs).
  • Analyze HR workflows, map current processes, and suggest improvements for enhanced efficiency.
  • Design and generate reports and queries using NFC and other agency databases while developing internal control systems to ensure better accountability and transparency.
  • Carry out various workforce-related analyses, including workforce mobility assessments, competency modeling, career path modeling, performance evaluations, staffing structures, and demand forecasting.

Qualifications and Requirements

  • Master’s degree is mandatory.
  • A minimum of 10 years of federal Human Resources experience, either as a federal employee or contractor supporting a federal agency.
  • Active Delegated Examining Certification is required.
  • For tasks involving drug testing and site collection, candidates must be knowledgeable of Health and Human Services Guidelines for federal drug testing and hold a valid driver's license.
  • Candidate must be a U.S. citizen or Legal Permanent Resident currently residing in the U.S. or its territories, with at least three years of residence within the U.S. or its territories in the past five years.
  • Intermediate to advanced skills in the complete Microsoft Office Suite.
