Role overview
This position is for a Project Manager focused on offshore and marine construction work in Singapore. The role covers the full project lifecycle, from tender award through delivery and final close-out, with accountability for scope, schedule, budget, quality, and safety.
Key responsibilities
- Take ownership of offshore marine construction projects from award stage through execution, completion, and close-out, keeping delivery aligned with scope, budget, timeline, and quality targets.
- Organize and oversee marine construction operations such as subsea cable laying, offshore structural works, marine civil works, heavy lifting, dredging, and vessel-based activities.
- Create execution plans in detail, including work timelines, manpower and equipment allocation, risk reviews, and mitigation actions to support successful project delivery.
- Work closely with clients, consultants, subcontractors, classification bodies, port authorities, and internal teams to keep the project moving smoothly.
- Handle project financials, including budget tracking, cost control, procurement, contract administration, and variation/change order management to protect project margins.
- Track progress against plan, flag key risks and issues early, and apply corrective measures to maintain safe and on-time delivery.
- Ensure adherence to HSE requirements, internal procedures, maritime regulations, and client specifications while reinforcing a strong safety-first culture.
- Direct cross-functional teams made up of marine superintendents, engineers, vessel crews, subcontractors, and site staff to achieve strong operational results.
- Prepare project updates, progress reports, financial forecasts, and executive-level summaries for both senior leadership and clients.
- Contribute to business development by supporting technical proposals, tender assessments, client meetings, and early-stage planning for upcoming marine construction opportunities.
Requirements
- A bachelor’s degree in Marine Engineering, Naval Architecture, Civil Engineering, Offshore Engineering, Mechanical Engineering, or another closely related engineering field.
- At least 8 years of project management experience in marine construction, offshore construction, subsea cable installation, dredging, offshore renewable energy, or marine infrastructure work.
- Proven background in managing offshore vessels, marine operations, subcontractors, project budgets, schedules, contract administration, and multidisciplinary teams.
- Strong understanding of marine construction methods, project management practices, HSE standards, risk management, and global maritime regulations; PMP certification is considered a strong plus.
- Excellent leadership, stakeholder coordination, communication, negotiation, and problem-solving skills, along with readiness to travel offshore and internationally when needed.
