Role Overview
The Procurement Lead will head and direct procurement strategies for data centre projects on behalf of the client from the Dublin office. This leadership position involves overseeing procurement for consultants, contractors, and suppliers, ensuring governance, competitive bidding, contractual clarity, and alignment with project goals. The role includes periodic site visits to assist with procurement milestones, contract negotiations, and supplier interactions. Collaboration with Commercial Lead, Project Director, and technical Owner Representatives ensures procurement supports cost certainty, schedule integrity, and operational performance.
Key Responsibilities
- Develop and execute procurement approaches aligned with client objectives including cost control, project scheduling, risk distribution, and market interaction.
- Manage complete procurement cycles for consultants, contractors, and specialists, starting from market engagement to contract finalization.
- Oversee creation of procurement documents such as PQQs, RFPs, tender packages, evaluation frameworks, and contracts.
- Synchronize procurement with project timelines and key delivery milestones.
- Coordinate evaluation procedures ensuring balanced technical, commercial, and scheduling assessments.
- Support negotiations on commercial terms, contractual risks, and agreements favoring client interests.
- Ensure compliance with governance protocols and internal approval processes throughout procurement.
- Serve as the main procurement liaison between clients, commercial and technical teams, and vendors.
- Collaborate closely with Commercial Lead and Lead Owner Representative to align procurement with overall project strategies.
- Coordinate with technical Owner Representatives to define scopes and appropriately allocate risks.
- Facilitate tender clarification sessions, negotiation meetings, and bidder engagement workshops.
- Deliver structured reporting to senior management regarding procurement progress, risks, and market insights.
- Identify and manage procurement risks including supply chain uncertainties, market limitations, and contractual exposures.
- Conduct thorough due diligence on suppliers including financial viability and capability checks.
- Support risk mitigation strategies addressing supply chain vulnerabilities, long-lead items, and price fluctuations.
- Maintain organized procurement logs, tender registers, and evaluation records.
- Prepare clear procurement recommendations and reports for client approvals.
- Provide regular updates on timelines, commercial benchmarks, and contract terms with full audit trail documentation.
- Collaborate across commercial, project management, and scheduling teams to align procurement with budget and programme needs.
- Engage early with the market to enhance certainty regarding long-lead equipment and specialized packages.
- Contribute procurement insights to value engineering and cost optimization efforts.
- Promote continuous procurement process improvements across projects and mentor junior procurement personnel.
Qualifications and Experience
- A degree in Quantity Surveying, Procurement, Supply Chain Management, Construction Management, or a related field is required.
- Professional certifications such as RICS, CIPS or equivalents are desirable.
- Extensive leadership experience in procurement within large-scale construction or infrastructure projects, preferably data centres or mission-critical environments.
- Demonstrated capability managing high-value construction procurement, with in-depth knowledge of contract structures, risk allocation, and commercial negotiations.
- Experience handling complex supply chains and working with international contractors and vendors.
- Strategic leadership abilities combined with detailed governance control.
- Exceptional stakeholder management skills with influence at senior decision-maker level.
