Job description
About the Role
We are looking for a seasoned Human Resources Manager to lead and manage all HR operations within SMC Group entities. The role involves planning workforce requirements, spearheading talent acquisition, managing employee relations, HR processes, and ensuring strict adherence to Saudi labor laws. The candidate will align HR initiatives with our organizational goals to sustainably support business growth.
Key Responsibilities
- Head and enhance the HR department across the Group by setting priorities, supervising the HR team, and reporting to senior executives.
- Conduct yearly workforce planning and forecast staffing needs, coordinating recruitment according to project timelines and engineering leadership approval.
- Handle the comprehensive recruitment process, including sourcing, interviewing, and hiring qualified candidates across various disciplines.
- Manage effective onboarding and offboarding procedures, ensuring smooth integration of new employees and proper final settlements in line with company policies.
- Oversee payroll and benefits administration using Mudad system, maintain salary structures, allowances, and benefits management.
- Lead government relations efforts via Muqeem, Qiwa, GOSI systems and monitor compliance with Saudization initiatives like Nitaqat and Tawteen.
- Develop, update, and implement HR policies, procedural guidelines, and annual leave frameworks compliant with local labor laws and Group standards.
- Supervise HR administration including employee documentation, records management, and ensure data integrity within HR information systems.
- Promote positive employee relations, implement performance management systems, workplace policy compliance, and provide advisory support to managers on HR matters.
Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or a related discipline. Advanced degrees or certifications such as SHRM or CIPD are preferred.
- At least 8 years of progressive experience in HR roles, including leadership positions, ideally within engineering, contracting, or consultancy sectors.
- Comprehensive understanding of Saudi labor laws, GOSI regulations, and HR compliance.
- Experienced in Saudi government HR platforms including Mudad, Muqeem, Qiwa, GOSI, and Saudization frameworks (Nitaqat, Tawteen).
- Skilled with Microsoft Office Suite and HR software such as JISR or similar systems.
- Strong leadership capabilities with the ability to manage multiple priorities in a dynamic, growth-focused setting.
