Position Overview
The Human Resources Manager plays a strategic and service-driven role in supporting CEO's mission by fostering employee engagement, satisfaction, and retention. This position handles comprehensive HR functions including recruitment, job description development, compensation analysis, interview coordination, onboarding and offboarding, performance management, personnel records, benefits and leave administration, and training. The role is a critical link with the Governor’s Office payroll team and actively promotes a positive workplace culture.
This hybrid position requires at least one day per week in the Denver downtown office.
Key Responsibilities
- Manage the recruitment lifecycle: assist managers with job descriptions, streamline hiring processes, coordinate interview logistics, and onboard new employees.
- Ensure compliance with state hiring practices and enhance candidate diversity through strategic job postings.
- Oversee personnel data, maintain accurate HR records, and collaborate frequently with payroll teams regarding data entry and reporting.
- Coordinate offboarding activities including exit interviews, administrative closures, and transfer tasks.
- Lead performance management initiatives: facilitate completion of plans, deliver training, manage peer feedback, and support professional growth.
- Administer employee benefits and act as liaison with the State’s Employee Benefits Unit, including open enrollment tasks.
- Develop and maintain internal policies and organize agency-wide staff trainings on topics like EDI, policy compliance, document retention, and software tools.
- Participate actively in equity, diversity, and inclusion efforts and statewide working groups.
- Manage HR or payroll projects such as the State Payroll Modernization Project (COMPAS).
Minimum Qualifications
- Associates or Bachelor’s degree in public administration, business, social sciences, human resources, or related field from an accredited institution.
- Three to five years of professional human resources experience including employee relations and advising leadership on complex personnel matters.
- Ability to be present in the office at least one day weekly; additional in-office presence as required.
- Strong interpersonal skills with a professional and service-oriented approach.
- Passion for clean energy and climate change initiatives.
- Excellent critical thinking, problem-solving, and communication skills with high attention to detail.
- Proficiency in using modern workplace software and managing confidential information securely.
- Effective time management abilities.
Preferred Qualifications
- Experience with state personnel and payroll systems (CPPS, HRDW, BenefitSolver, etc.).
- HR certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR.
- Familiarity with Google Suite applications and licensed software like Zoom, Envoy, and Microsoft Teams.
Compensation and Benefits
The salary for this position ranges from $70,012.80 to $90,001.60 annually. Benefits include:
