Job description
Role Overview
We seek a seasoned HR Business Partner specializing in Manpower Outsource Management to effectively supervise and enhance the operations of our contracted workforce. This pivotal role involves managing external vendor partnerships, negotiating commercial terms, and ensuring full compliance with legal, regulatory, and operational requirements. You will act as the central liaison between the organization and manpower outsourcing service providers, guaranteeing smooth daily workforce coordination, precise invoicing, and strict adherence to the company's standards and ethical values.
Main Duties
- Identify and assess prospective manpower outsourcing partners to fulfill the company's staffing demands.
- Lead negotiations on contracts, including agency fees, service level agreements, terms, and conditions with vendors.
- Continuously monitor vendor performance to ensure compliance with agreed service quality standards and SLAs.
- Manage all Ajeer platform procedures, securing proper work notices and verifying regulatory compliance for outsourced workers.
- Oversee the issuance and tracking of essential legal and operational documents such as health cards, work identification, and facility access passes.
- Guarantee that third-party vendors comply fully with Saudi labor laws, safety norms, and employment regulations.
- Ensure timely onboarding and offboarding of outsourced staff in attendance and time management systems by managing profile entries and removals effectively.
- Supervise daily workforce management on site, collaborate with agency field managers to resolve bottlenecks, and maintain smooth operations.
- Audit monthly invoices from outsourcing agencies by cross-verifying attendance records, shift reports, and contracted rates before approval for payment.
- Exercise financial oversight to control costs, handle billing accuracy checks, monitor overtime hours, and prevent any payment irregularities.
- Promote company culture and values among outsourced employees and partner agencies, upholding workplace policies and etiquette.
- Function as the primary contact for escalation of grievances, performance issues, or misconduct regarding outsourced personnel, coordinating with vendors for timely resolutions.
Candidate Requirements
- Substantial hands-on experience managing third-party manpower suppliers or HR vendor management roles focused on workforce outsourcing.
- Comprehensive knowledge of Saudi Arabia labor laws, the Ajeer platform, and related government compliance protocols for outsourced staff.
- Demonstrated expertise in vendor negotiation, contract structuring, and service rate evaluation.
- Skillful in using attendance and human resource information systems plus Microsoft Excel for tasks such as invoice auditing, headcount reconciliation, and data evaluation.
- Excellent interpersonal abilities in communication, negotiation, and resolving conflicts with a professional, assertive, yet impartial stance in vendor relations.
