Role Overview
The GEBS Proposal Lead ensures effective coordination between the Regional Proposal Team and GEBS Engineering Delivery Team to produce precise, consistent, and actionable engineering proposals. This role holds ultimate responsibility for scope definition, estimation accuracy, forecasting, and adherence to standardized tools, guaranteeing proposals are competitive and deliverable within authorized budgets.
Key Responsibilities
- Lead the Sub-Regional/GEBS Scope Agreement process for all assigned proposals.
- Authorize formal approval of scope and estimations, establishing the execution baseline should the proposal be successful.
- Ensure comprehensive clarity of scope between regional and GEBS teams to prevent misunderstandings, overlooked details, or rework.
- Review and confirm the completeness and logic of estimations from GEBS Engineering Delivery, ensuring they meet customer requirements.
- Ensure consistent use of approved estimation tools, templates, and calculation methodologies across teams.
- Avoid duplicate scoping or estimation efforts, confirming no overlap in task assessments.
- Serve as a technical auditor for high-value proposals to maintain quality and compliance.
- Deliver timely and accurate forecasts of upcoming proposals, including win probability, workload, technical complexity, and delivery timelines to GEBS Engineering.
- Maintain a rolling forecast to enhance visibility and resource planning within GEBS.
- Act as primary liaison among Proposal, GEBS-Proposal, and GEBS-Engineering teams facilitating exchange of information, clarifications, scope reviews, and identification of early risks.
- Proactively address and escalate any conflicts or misalignments to ensure swift resolution.
- Enforce compliance with global proposal standards, workflows, and governance protocols.
- Identify persistent issues related to scope communication or estimation accuracy and recommend corrective initiatives.
- Organize and maintain thorough documentation of scope agreements, estimation validations, and forecasting records.
Qualifications & Experience
- Bachelor’s degree in Electrical, Electronics, Instrumentation Engineering, or a related discipline.
- Minimum of 10 years in roles involving Proposal Engineering, Cost Estimation, Project Engineering, or Technical Coordination.
- Preferred experience collaborating with global engineering support teams or shared services models.
- Strong expertise in engineering estimation processes and project scoping.
Skills & Competencies
- Deep knowledge of engineering estimation methodologies.
- Understanding of automation, control, or process systems engineering.
- Proficiency with MS Office and specialized engineering estimation tools.
- Exceptional communication and stakeholder management skills.
- High attention to detail coupled with solid analytical capabilities.
- Ability to coordinate effectively and ensure follow-through.
- Competent in working across global teams and various time zones.
- Skill in influencing without direct authority.

- Reduction of estimation discrepancies between proposal and execution phases.
- Prevention and identification of duplicate scoping cases.
- Accuracy and punctuality in GEBS forecasting.
- Quality audits of high-value proposals and contribution of improvement recommendations to proposal teams.
- Efficiency and quality of scope alignment between teams.
- Overall stakeholder satisfaction within regional and GEBS teams.
Working Conditions
- May require flexible working hours due to global collaboration.
- Travel may be necessary for coordination workshops or alignment meetings.
- Position could be short-term or permanent at a satellite location.
- Company hybrid policy expects attendance onsite at least Mondays, Tuesdays, and Thursdays unless business obligations dictate otherwise.
