Job description
Role Overview
The Constituency Manager acts as an administrator and liaison at the constituency level, facilitating the growth and cohesion of Grassroots Organisations (GROs). This role focuses on promoting social integration, racial harmony, and forging strong community bonds. Collaboration with residents, Grassroots Leaders, volunteers, and partners is central to planning and delivering initiatives that encourage active community engagement and uphold the mission of fostering a caring and unified Singapore. The incumbent also oversees governance, ensuring compliance in financial, procurement, and data management processes.
Key Responsibilities
- Engage with residents and community collaborators to identify local needs, collect feedback, and co-design programmes improving community ties and supporting PA's multi-level engagement goals.
- Organise and lead community-wide activities and campaigns at GRO and divisional scales, including national initiatives by PA and related bodies to broaden participation and deepen engagement.
- Support the formation and nurturing of interest groups and informal committees, oversee volunteer recruitment, appointments, and reappointments per GRO regulations and succession planning.
- Participate in monthly GRO meetings, deliver administrative and logistical assistance, and submit timely reports to headquarters ensuring smooth programme execution.
- Manage digital presence via social media platforms and digital content in alignment with PA guidelines, effectively communicating government policies with cultural sensitivity.
- Administer financial oversight of GROs by monitoring budgets, preparing grant documentation, and coordinating with finance and governance teams to maintain audit readiness and adhere to financial regulations.
- Lead procurement activities, including drafting specifications and managing tenders, while conforming to PA procurement standards.
- Maintain comprehensive records covering engagements, correspondence, and financial documents, ensuring data protection compliance and proper information security under IM8 data policies.
Candidate Profile
- Prefer candidates with prior background in community engagement, social services, grassroots development, or related client-facing roles; leadership demonstrated through co-curricular involvement also welcomed.
- Strong communication skills, both written and oral, with the ability to connect with diverse community members; proficient in Microsoft Office and well-versed in social media tools such as Facebook, Instagram, and TikTok for community outreach.
- Additional advantage for candidates fluent in a second language like Malay, Mandarin, Tamil, or local dialects to better engage varied populations; experience in financial handling or procurement is a plus.
