Overview
We are seeking a Regional Programmes Officer at the Assistant Principal Officer level to represent the operational phase of the Public Private Partnership (PPP) programme. This role is based in Dublin City Centre and involves collaboration with stakeholders such as the Department of Further and Higher Education, Research, Innovation and Science (DFHERIS), the National Development Finance Agency (NDFA), Higher Education Institutions (HEIs), and others aligned with governance frameworks.
Primary Responsibilities
- Serve as the Programme Representative for the designated operational segment of the PPP programme.
- Oversee contract management, ensure governance adherence, and maintain compliance standards.
- Perform data analysis and prepare programme reporting for strategic insights.
- Plan, engage, and coordinate with various stakeholders effectively.
Qualifications and Experience
- Hold at minimum an NFQ Level 8 degree in relevant fields such as engineering, architecture, surveying, programme management, economics, or capital development finance; postgraduate qualifications are beneficial.
- Possess no less than eight years of pertinent experience in capital programming, strategic capital planning, infrastructure delivery, contract or commercial management, PPP operations, or comparable public sector/regulatory environments.
- Demonstrate strong commercial understanding, including familiarity with financial modeling, risk evaluation, and cost control measures.
- Exhibit excellent communication skills, both written and oral, able to tailor messaging clearly and appropriately for different audiences.
- Capable of interpreting and synthesizing both quantitative and qualitative data to support informed policy and investment choices.
- Possess adept stakeholder management and negotiation abilities, engaging government bodies and external collaborators effectively.
- Understand public sector funding mechanisms, governance frameworks, infrastructure guidelines, and public procurement regulations.
- Hold a valid and clean Irish driving license due to the requirement for regular travel.
Compensation
The salary range for this Assistant Principal Officer position, effective from 1st February 2026, spans from €82,290 to €102,550 on a standard scale.
