Job Overview
The Proposal Manager (Mechanical) is tasked with overseeing and directing the end-to-end proposal and tender submission process. The goal is to produce competitive, compliant, and high-standard proposals aligned with organizational objectives and client expectations.
Key Duties
- Lead the creation and execution of strategic proposals that meet company goals and client needs.
- Handle the entire proposal cycle including reviewing tenders, planning, coordinating, preparing submissions, and performing post-tender evaluations.
- Examine tender documentation, specifications, drawings, and contracts to ensure submission accuracy and compliance.
- Collaborate closely with engineering, estimation, commercial, and project teams to gather and unify technical and commercial data.
- Support and oversee cost estimation efforts such as quantity take-offs, cost forecasting, resource evaluations, price analysis, and subcontractor quotation reviews.
- Ensure proposals are precise, commercially viable, and delivered on schedule.
- Validate cost estimates, assumptions, exclusions, and evaluate risks rigorously.
- Manage client clarifications and tender inquiries throughout the proposal process.
- Identify potential risks within proposals and devise strategies for risk mitigation.
- Develop and maintain effective estimating and proposal procedures to enhance quality and efficiency.
- Perform post-tender analysis, assess results, and apply lessons learned for continual process improvement.
Knowledge and Skills
- In-depth understanding of mechanical engineering principles, construction methods, and project execution workflows.
- Familiarity with tendering protocols, contract documentation, quantity surveying practices, and cost control fundamentals.
- Experience in cost estimation, resource allocation, rate assessments, and budget management.
- Proficiency with estimating software such as CCS Candy is advantageous.
- Awareness of local market pricing, labor productivity rates, and subcontractor cost structures.
- Proficient in Microsoft Office suite including Word, Excel, and PowerPoint.
- Working knowledge of AutoCAD, quantity surveying software, and ERP applications, with SAP experience preferred.
- Strong analytical abilities, excellent communication, negotiation skills, and leadership aptitude.
- Capability to manage competing deadlines and deliver superior quality outcomes under pressure.
Experience Requirements
- At least eight years’ relevant experience in proposal management, cost estimation, tendering, or cost engineering in the construction or engineering sectors.
- Minimum five years in supervisory or leadership roles within these domains.
- Experience with GCC-based projects is highly desirable.
Education
- Bachelor’s degree in Mechanical Engineering or related engineering discipline required.
- Master’s degree in Engineering, Project Management, Construction Management, or allied fields is preferred.
