Overview
The Facilities Manager at Fresno Economic Opportunities Commission directs and oversees the facilities and grounds operations for the Head Start 0 to 5 programs. This role manages a team, works closely with site directors to ensure custodial services, and scouts potential locations for future facilities. The manager ensures compliance with all federal, state, and local regulations including licensing and zoning for all facilities.
Key Responsibilities
- Lead and supervise Facilities Assistant Manager, Facilities Clerk, Facilities Specialists, and other team members.
- Plan, organize, and direct all activities related to facilities and grounds, including major construction projects in collaboration with architects and contractors.
- Negotiate and prepare contracts and leases for current and new Head Start locations.
- Coordinate with service area staff to accomplish program objectives, and maintain frequent communication with all Head Start centers through visits and meetings.
- Manage the Request for Proposal process for funding, refunding, and renovation initiatives, including maintaining checklist compliance.
- Implement maintenance programs ensuring a safe and healthy environment for students and staff, including emergency repairs and preventive maintenance procedures.
- Prepare and maintain detailed reports, records, and files; coordinate maintenance and operations activities with management and contractors.
- Oversee purchasing and bidding processes for program needs, including bid preparation, analysis, contract negotiations, and awarding recommendations.
- Recruit, supervise, evaluate, and manage staff performance, including disciplinary actions and terminations.
- Develop and manage the annual maintenance and operations budget, analyzing financial data and authorizing expenditures within established guidelines.
- Maintain compliance with legal requirements such as ADA regulations, confidentiality policies, and universal precautions.
- Travel between Head Start facilities as necessary and attend meetings including evenings and weekends.
Qualifications
- High School Diploma or GED required; Bachelor’s Degree in Business Administration or related field is mandatory.
- Minimum five years of management experience in building and facilities maintenance or construction, including five years supervising staff.
- Preferred two years of budget preparation and fiscal knowledge.
- Familiarity with Head Start Program standards and philosophy is desirable.
- Proficiency in Microsoft Office and related business software.
- Strong leadership, management skills, and community liaison experience.
- Valid California driver’s license, reliable transportation, adequate auto insurance, and willingness to travel for work using personal or company vehicles.
- Certification requirements include AB 1207 Mandated Reporter certification within three days of hire and annual Basic Pest Management in Child Care Settings certification per California Healthy Schools Act.
- Must pass physical exam, TB screening, background and fingerprint clearances as mandated by Title 22 regulations prior to starting.
- Immunizations required against influenza (annual), pertussis, and measles with possible medical or personal exemptions outlined.
Physical Demands and Work Environment
The position requires frequent sitting, standing, walking, reaching, lifting up to 75 pounds, and occasional stooping and crawling. Visual acuity for various tasks is necessary. Work involves exposure to varied weather conditions, uneven terrain, mechanical parts, and moderate noise levels. Reasonable accommodations for disabilities can be made.
