The Product Management Practice (PMP) at GovTech is the central hub for product management expertise, guiding the government's overall product strategy to address national priority challenges. Currently, PMP is driving a large-scale capability transformation to equip officers as skilled Product Managers and Product Operations professionals, emphasizing citizen-centric, data-informed digital product delivery.

Role Responsibilities

• Lead organizational transformation toward product operations excellence by defining and implementing standardized operational processes that enhance product delivery speed and quality across teams.
• Spearhead the cultural shift from business-as-usual operations to adopting the five pillars of product operations excellence.
• Develop and manage centralized data infrastructure and analytics platforms that provide actionable product and user metrics to inform decisions.
• Enhance data flows and insight sharing between support and product teams using automated dashboards and reporting tools.
• Drive adoption of scalable tools, automation, and documentation to reduce manual coordination overhead.
• Establish governance frameworks that balance clarity and accountability with team autonomy, including workflows for onboarding, incident response, and release management.
• Implement risk mitigation and quality assurance practices throughout the product lifecycle to reduce operational risks.
• Mentor product operations specialists and cross-functional squads through structured programs, supporting workforce capability development and defining clear career pathways and competency frameworks.
• Lead end-to-end product launch coordination, encompassing launch planning, risk assessment, stakeholder engagement, milestone tracking, communication strategies, and post-launch evaluations.
• Design and manage a comprehensive Voice of Customer program to capture educator insights, consolidating feedback into automated dashboards and ensuring closed-loop resolution processes.
• Develop a centralized Product Operations Excellence Hub within GovTech to serve as a knowledge repository and provide automation toolkits for government product teams.
• Collaborate with leadership to align career development paths and competency frameworks with organizational values and advocate for product operations excellence culture.

Candidate Requirements

• At least 10 years of experience in product operations, digital transformation, or related strategic operations roles, with proven leadership in operational teams or large-scale digital initiatives.
• Bachelor's degree in Computer Science, Information Systems, Engineering, Business Administration, or a related discipline; a master's degree in Business Administration, Information Systems, or Engineering Management preferred.
• Strong expertise in agile methodologies, modern delivery toolchains, and scalable product workflows.
• Proficient in data-driven operations including analytics platforms and metrics framework design.
• In-depth understanding of public sector digital transformation, government technology standards, compliance, and citizen-centered service design.
• Demonstrated ability to lead organizational culture change and implement governance frameworks and scalable processes.
• Experience managing vendor relationships, strategic partnerships, and ecosystem development favored.
• Ability to engage and align multiple stakeholders across product, engineering, policy, and educational domains.
