Role Overview

We are seeking the inaugural Head of our Singapore Overseas Headquarters, to be based on-site in Singapore. This HQ serves as a core platform to empower our global strategy and does not engage in Southeast Asian sales activities. The role combines high-level technical expertise with executive leadership responsibilities, overseeing the establishment of the headquarters, managing a specialized team of 15-20 experts, and building an application technology laboratory. Leveraging the company’s full range of test instruments, the leader will drive top-level solution design and technological breakthroughs in key global industries, deeply exploring frontier technologies and application demands to accelerate product iteration and technical system advancement, thus advancing the group’s global strategy.

Key Responsibilities

• Lead the setup and management of the Singapore headquarters including organizational establishment, budgeting, localized compliance operations, and execute medium- to long-term plans for global technology expansion, solution development, and forward-looking research.
• Build and oversee a global specialized workforce of 15-20 staff covering industry solutions, emerging applications, technical enablement, and industry research; establish talent development and performance management systems and manage the application technology lab operations.
• Direct the top-level architecture of industry-leading global testing solutions, integrate full product line resources, approve technical plans for global benchmark projects, and develop standardized solution frameworks to enhance global technical delivery capacity.
• Coordinate advanced technical training and enablement for frontline teams worldwide, lead international industry exhibitions and high-level client technical exchanges, offering top-tier global technical support.
• Monitor global T&M industry trends and emerging applications, propose product optimization and new product projects, collaborating with domestic R&D to facilitate product upgrades.
• Facilitate collaboration across the group’s headquarters and global subsidiaries, nurture a local Singapore industry-academia-research ecosystem, and fully manage overseas corporate, financial, tax, and HR compliance matters.

Candidate Requirements

• Bachelor's degree or higher in electronics, communications, measurement and control, automation, or related STEM fields.
• At least 10 years in electronic test and measurement industry with minimum 5 years in multinational HQ or technical management roles within high-tech firms; Singapore operational experience preferred.
• Expertise in mainstream test instruments such as oscilloscopes, spectrum analyzers, signal sources, and vector network analyzers; deep expertise in one or more niches including RF communications, high-speed digital, power electronics, semiconductor or EMC with system-level solution design capabilities.
• Proven ability for top-level planning integrating multiple product lines and hands-on experience building technical teams and applied laboratories from scratch.
• Fluent English with independent global business communication and professional documentation skills; Mandarin proficiency is an advantage.
• Strong cross-cultural communication and global resource coordination skills, adaptable to matrix management, with familiarity of Singapore foreign enterprise regulations preferred.
• Willingness to travel globally as needed; highly goal-oriented with excellent multitasking and execution abilities.

Additional Preferred Skills

• Background in hardware or IC R&D; familiarity with automation test tools such as Python, MATLAB, and LabVIEW.
• Access to leading global semiconductor, communication, and automotive clients and experience managing large flagship projects.
• Proven experience building and operationalizing overseas headquarters, teams, and systems end-to-end.
• Knowledge of the global test and measurement industry ecosystem, regulations, and related policies.
